2001 / 2002 Budget

The City Financial Plan for 2001/2002 has been completed. The total appropriation for all funds, excluding General Fund transfers to other funds, is $18,577,851. The primary focus in preparation of the 2001/2002 Financial Plan was to maintain emphasis on the City’s Capital Plan while continuing the reduced millage rate set last year. We are pleased to announce that the plan continues its reduced millage rate of 7.299 mills per $1,000 of taxable valuation. This represents the lowest City of Grandville millage rate levied since 1966, and is believed to be the lowest millage levied currently by any city in Kent County without an income tax.

The City’s low millage rate is primarily possible due to property tax revenue increases directly related to the commercial development of the Rivertown Parkway corridor. The total Ad Valorem Property Tax Assessment increased 4.3% over the prior fiscal year.

General Fund revenues are projected to total $7,966,199 for the 2001/2002 fiscal year. The majority of revenue comes from property taxes (54.9%) and federal and state shared revenue (23%). General Fund expenditures include a wide array of city services including fire, police, District Court, parks and recreation, cemetery, general administration, and others.

A primary emphasis in this year’s budget continues to be Major and Local Streets. The City Council continues to emphasize improvements necessary to maintain the integrity of our street system. Significant additional allocation from the General Fund has been authorized for both Major and Local Streets. The significant Major Street projects are Chicago Dr. from Wilson to Ivanrest, Canal St. from Chicago Dr. to 44th St., and Viaduct St. from Ivanrest to Sanford. Twelve local streets will also be reconstructed or repaved including Wentworth, Maple, Washington, Mill, Fairview, Chestnut, Oaks, Yellowstone, N. Big Spring, Lucas, 41st, and Franklin.

Park & Recreation projects totaling $425,000 include a Skateboard Park, Little League Complex Parking, and a grant match for the extension of Kent Trails through Grandville.
