2000 / 2001 Budget

The City Financial Plan for 2000/2001 has been completed. The total appropriation for all funds, excluding General Fund transfers to other funds, is $21,075,637. The primary focus in preparation of the 2000/2001 Financial Plan was the direction of the City Council to reduce the operating millage if at all possible. We are pleased to announce that the plan reflects a 1.18 mill reduction in city operating millage rate from 8.479 to 7.299 mills per $1,000 of taxable valuation. This represents the lowest City of Grandville millage rate levied in 34 years (1966) and is believed to be the lowest millage levied currently by any city in Kent County without an income tax. 0.18 mills of the reduction reflects a voluntary offset of the General Fund contribution to the Grand Rapids Authority made by the city prior to the establishment of the Interurban Transit Partnership. The remaining 1.0 mill reduction is a general tax decrease.

This millage reduction is primarily possible due to property tax revenue increases directly related to the commercial development of the Rivertown Parkway corridor. The total Ad Valorem Property Tax Assessment has increased 18.4% over the prior fiscal year.

General Fund revenues are projected to total $6,981,829 for the 2000/2001 fiscal year. The majority of revenue comes from property taxes (57.3%) and federal and state shared revenue (25%). General Fund expenditures include a wide array of city services including fire, police, District Court, parks and recreation, cemetery, general administration, and others.

A primary emphasis in this year's budget continues to be Major and Local Streets. The City Council continues to emphasize improvements necessary to maintain the integrity of our street system. Significant additional allocation from the General Fund has been authorized for both Major and Local Streets: $623,000 to Major Streets, and $362,000 to Local Streets. The most significant projects are the continuation of the reconstruction of 44th Street from Wilson to Canal, reconstruction of Wentworth Drive south of Prairie Street and median landscape improvements on Rivertown Parkway. Additionally, Chicago Drive from Wilson Avenue to the East City Limits will be reconstructed.
