1999 / 2000 Budget

The City Budget for 1999/2000 has been completed. The total appropriation recommended for all funds for the 1999?2000 fiscal year, excluding General Fund transfers to other funds, is $16,876,407. Included is $2,000,000 in anticipated building construction expenditures for the new Public Safety building project. The issuance of bonds is anticipated to provided these funds.

The proposed operating millage rate for the 1999-2000 financial plan remains at 7.679 mills, plus the existing .8 mills for debt service. Budget increases are primarily due to a projected increase in services required by the new Rivertown Crossings Mall. These additional expenditures are fully funded by the increased property tax revenue generated from the Mall.

General Fund revenues are projected to total $6,761,972 for the 1999-2000 fiscal year. The majority of general fund revenue comes from property taxes (53.5%) and federal and state shared revenues (25.1%). Property tax revenue is estimated to increase by 11.8% over the prior year. General Fund expenditures include a wide array of city services including police, fire, district court, parks and recreation, cemetery, general administration and many others.

A primary emphasis in this year's budget is Major and Local Streets. The City Council continues to emphasize improvements necessary to maintain the integrity of our street system. Significant additional allocations from the General Fund have been authorized for both Major and Local Streets: $680,000 to Major Streets, and $290,000 to Local Streets. The most significant projects are the reconstruction of 44th Street from Wilson to Canal, and median improvements on Rivertown Parkway.

The Water and Wastewater rates will remain stable for this year. There are no anticipated expenses that would cause rates to increase at this time. The City of Grandville, however, purchases its water from Wyoming and is therefore somewhat dependent upon the Wyoming wholesale rate schedule.
