CITY OF GRANDVILLE

REGULAR CITY COUNCIL MEETING

MONDAY, FEBRUARY 27, 2012

 

The Grandville City Council Regular Meeting of February 27, 2012 was called to order by Mayor James Buck at 7:00 pm.

 

Present were Council Members Randal Gelderloos, Steve Maas, Joshua Meringa, Carole Pettijohn, and Mayor James Buck.  Absent:  Council Members Steve Kauffman and Dick Richards.

 

Also attending:  Matthew Butts, Assistant City Manager; Ken Krombeen, City Manager; Mike May, Fire Chief; Dennis Santo, Police Chief; Dan Steere, Deputy Police Chief; Todd Wibright, CWP Superintendent; and Matt Zimmerman, City Attorney.

 

Rev. Tom Pier-Fitzgerald, Grandville United Methodist Church gave the invocation; and was followed by the Pledge of Allegiance.

 

Motion made by Council Member Maas, supported by Council Member Pettijohn, to approve the February 27, 2012 agenda as presented. The motion was APPROVED.

 

Motion made by Council Member Meringa, supported by Council Member Gelderloos, to waive the reading and approve as presented the minutes of the Regular Meeting of February 13, 2012.  The motion was APPROVED.   

 

Motion made by Council Member Pettijohn, supported by Council Member Maas, that bills for Fiscal Year 2011-2012 totaling $528,087.74 as presented by the City Manager, be allowed and authorize the Treasurer to pay the same. Motion APPROVED by unanimous roll call vote.

 

PUBLIC COMMENT

Laurens TenKate, coach of the 2011 State Champion Cross Country team from Calvin Christian High School was in attendance with his team to accept a proclamation recognizing their achievement of back-to-back State Championships.

 

Debra Unseld, of Army Strong Community Support Center, 3870 Three Mile Road, Walker, MI 49534, gave a presentation and extended an invitation to Council to attend the Grand Opening of the Army Strong Community Support Center on March 3, 2012.

 

CONSENT AGENDA

Items presented under the Consent Agenda included:

1.      Reports:   Police (4th Quarter), CWP (January), Investment (January)

2.      Minutes: Library Board (January 25)

Downtown Development Authority (February 9)

3.      Proclamations:   Tribute to the 2011 Calvin Christian High School Cross Country Team

  Certified Government Financial Manager Month (March 2012)

4.   Set Budget Work Session Date:           Monday, March 19, 2012 @ 6:00 pm

5.   Statement of Support:   Guard and Reserve

 

Motion made by Council Member Gelderloos, supported by Council Member Maas, to approve the Consent Agenda as presented.  Motion APPROVED by unanimous roll call vote.

 

CITY MANAGER’S REPORT

City Manager Krombeen explained the request from the City Clerk’s office for authorization to print and mail new voter ID cards necessitated by the recent post census change to voting precinct boundaries. This is an unbudgeted item.  It was initially thought it could be done in the next fiscal year. Reimbursements for the February and May election costs insure there will be sufficient funds available to cover this expense. Motion made by Council Member Maas, supported by Council Member Gelderloos, to authorize the printing and mailing of new voter ID cards by the City Clerk.  The motion was APPROVED by unanimous roll call vote.

 

Motion made by Council Member Meringa, supported by Council Member Pettijohn, to renew the agreement with Synagro Central, LLC, the current provider of professional residuals management services for the Cleanwater Treatment Plant, in the best interest of the City – the new agreement will cover from May 1, 2012 thru December, 31, 2016.   The motion was APPROVED by unanimous roll call vote.

 

A Fund Balance Policy was introduced at the February 13, 2012 City Council Meeting.  A fund balance equal to 15% of expenditures is the staff’s recommendation. City Manager Krombeen reviewed the policy. Motion made by Council Member Maas, supported by Council Member Meringa to adopt the Fund Balance Policy as presented. The motion was APPROVED by unanimous roll call vote.

 

Motion made by Council Member Maas, supported by Council Member Gelderloos, to excuse the absence of Council Members Kauffman and Richards.  The motion was APPROVED.

ADJOURNMENT

Motion made by Council Member Maas, supported by Council Member Pettijohn, to adjourn at 7:37 pm.  The motion was APPROVED.
