CITY OF GRANDVILLE
REGULAR CITY COUNCIL MEETING
MONDAY, DECEMBER 19, 2011
The
Grandville City Council Regular Meeting of December 19, 2011 was
called to order by Mayor James Buck at 7:00 pm.
Present were Council Members Steve Kauffman, Steve Maas, Joshua
Meringa, Dick Richards and Mayor James Buck. Absent: Council
Members Randal Gelderloos and Carole Pettijohn.
Also
attending: Matthew Butts, Assistant City Manager; Randy Kraker,
City Attorney; Ken Krombeen, City Manager; Mary Meines, City Clerk;
Mike May, Fire Chief and Dan Steere, Deputy Police Chief.
Council Member Maas delivered the invocation; and was followed by
the Pledge of Allegiance.
Motion made by Council Member Maas, supported by Council Member
Meringa, to approve the December 19, 2011 agenda as presented. The
motion was APPROVED.
Motion made by Council Member Meringa, supported by Council Member
Richards, to waive the reading of the minutes of the Regular Meeting
of December 12, 2011 and to approve as presented. The motion was
APPROVED.
Motion made by Council Member Maas, supported by Council Member
Richards, that bills for Fiscal Year 2011-2012 totaling $429,103.80
as presented by the City Manager, be allowed and authorize the
Treasurer to pay the same. The motion was unanimously APPROVED by a
roll call vote.
Deputy Police Chief Dan Steere spoke about Wal-Mart’s Shop With A
Cop program. $7,700 was raised, with Officer Greco leading the
project. Over sixty Grandville students participated, buying gifts
for their families with assistance from local officers.
PUBLIC COMMENT
The
Mayor welcomed students from Calvin Christian.
Mike
Cobb, 3362 40th, thanked the Council for the leaf program
and thanked Scott Wierda and his associates for their interest and
investment in Grandville.
Russ
Ripma, 3965 Johnson Lane, representing Grandville Senior Neighbors,
thanked the Council and Fire Department for their support of their
recent Family Fun Night. Central Elementary sixth grade students
will be visiting the Center to teach the seniors games.
ORDINANCE AND RESOLUTIONS
Motion made by Council Member Maas, supported by Council Member
Meringa to remove from the table Zoning Ordinance 281-D. The motion
was APPROVED.
Assistant City Manager Matt Butts briefly reviewed the proposed
ordinance. Scott Wierda and Nick Koster from CWD were in
attendance. Motion made by Council Member Maas, supported by
Council Member Meringa to adopt Zoning Ordinance 281-D. The motion
was unanimously APPROVED by roll call vote.
City
Clerk, Mary Meines, gave a short overview of the process and
requirements, according to State law, of realigning the City’s
voting precinct boundaries. Motion made by Council Member Richards,
supported by Council Member Kauffman, to approve Resolution No.
2971, rearranging voting precinct boundaries. The motion was
unanimously APPROVED by roll call vote.

Motion made by Council Member Maas, supported by Council Member
Richards, to approve the Consent Agenda as presented. The motion
was APPROVED.
CITY MANAGER’S REPORT
Motion made by Council Member Maas, supported by Council Member
Richards, to authorize the Second Amendment to the Development
Agreement between the City and CWD Grandville-1, LLC. The motion
was unanimously APPROVED by roll call vote.
Motion made by Council Member Richards, supported by Council Member
Maas, to authorize the MERS Defined Contribution rate change to 10%
employer contribution and 4% employee contribution for the non-union
employees effective January 1, 2012. The motion was unanimously
APPROVED by a roll call vote.
Recommendations for appointments to various City boards and
commissions were provided to the Council in their agenda packets.
Motion by Council Member Richards, supported by Council Member
Meringa, to approve the board and commission appointments as
presented by staff. The motion was unanimously APPROVED by a
unanimous roll call vote.

Motion made by Council Member Meringa, supported by Council Member
Kauffman to excuse the absence of Council Members Gelderloos and
Pettijohn. The motion was APPROVED.
COUNCIL COMMENTS

The TAG Open House was attended by City staff members
and Council Member Kauffman. The LEED Certified Building is the
only one in Grandville
·
Pure Michigan congratulated the City on its energy
efficiency and conservation
·
Wishes for a Merry Christmas and a Happy New Year
·
Santa and his reindeer made their annual appearance at
the Library
·
Grandville’s projects for 2012 are exciting and
positive
·
Metro Council’s Quarterly Luncheon will be held at the
Prins Center on January ninth
ADJOURNMENT
Motion made by Council Member Maas, supported by Council Member
Richards, to adjourn at 7:45 pm. The motion was APPROVED.
