CITY OF GRANDVILLE

REGULAR CITY COUNCIL MEETING

MONDAY, SEPTEMBER 26, 2011

 

The Grandville City Council Regular Meeting of September 26, 2011 was called to order by Mayor James Buck at 7:05 pm.

 

Present were Council Members Randal Gelderloos, Steve Kauffman, Steve Maas, Joshua Meringa, Carole Pettijohn, Dick Richards and Mayor James Buck.  Absent:  None

 

Also attending:  Tammy Hopman, Finance Director; Ken Krombeen, City Manager; Mike May, Fire Chief; Mary Meines, City Clerk; and Dennis Santo, Police Chief.

 

Council Member Maas delivered the invocation; and was followed by the Pledge of Allegiance.

 

Motion made by Council Member Maas, supported by Council Member Richards, to approve the September 26, 2011 agenda as presented. The motion was APPROVED.

 

Motion made by Council Member Gelderloos, supported by Council Member Pettijohn, to waive the reading of the minutes of the Regular Meeting of September 12, 2011 and to approve as presented.  The motion was APPROVED.   

 

Motion made by Council Member Richards, supported by Council Member Maas, that bills for Fiscal Year 2011-2012 totaling $453,462.98 as presented by the City Manager, be allowed and authorize the Treasurer to pay the same. The motion was unanimously APPROVED by a roll call vote.

 

PUBLIC COMMENT

Sandy LeBlanc and Amy Gadison-Herring gave an update of the Grandville Jenison Chamber of Commerce activities.

 

Mike Cobb, 3362 40th St., expressed sympathy to the Keith Essenburg family.  He also thanked City Council for the newly paved streets around the City.

 

On behalf of the Senior Center Russ Ripma thanked all who attended the spaghetti dinner fund raiser on Sept. 22.

 

ORDINANCES AND RESOLUTIONS

The City of Grandville has received a request from the Michigan Liquor Control Commission to transfer ownership of an existing Class C liquor license at 2900 Wilson Ave. from Kokomo Kafe, LLC to Grand Grille, LLC.  Paul Land, one of the officers of the Grand Grille LLC, was in attendance to discuss the request.  Motion made by Council Member Meringa, supported by Council Member Richards to approve Resolution No. 2966, approving the transfer of ownership of the liquor license from Kokomo Kafe to Grand Grille.  The motion was unanimously APPROVED by a roll call vote.

 

City Manager Krombeen indicated the State is considering erasing the personal property tax.  For Grandville it would mean a loss of $600,000 in revenue resulting in major reductions in services and jobs.  If the Legislature does not replace the loss in revenue it would devastate Michigan communities.  The proposed resolution urges the Legislature and the Governor to provide for a constitutionally protected mechanism to prevent future legislative action from eliminating any personal property tax replacement funding.  Motion made by Council Member Kauffman, supported by Council Member Meringa to approve Resolution No. 2967, a resolution in support of fully replacing, not just erasing Michigan’s personal property tax.  The motion was unanimously APPROVED by roll call vote.

 

City Manager Krombeen explained the rezoning request for the property at 3706 44th St.  It is currently zoned OS-2, Office/Service District and the request is to zone it to R1-B, Single Family Residential.  The Planning Commission unanimously recommends approval of the rezoning.  The property owner Greg Mulder asked Council to approve the rezoning of their property.  They have a prospective buyer but the financing could be in jeopardy because of the existing zoning.

 

Motion made by Council Member Pettijohn, supported by Council Member Kauffman, to introduce Zoning Ordinance No. 281-C, rezoning 3706 44th St. from OS-2, Office/ Service District, to R1-B, Single Family Residential District.  The motion was unanimously APPROVED by roll call vote.

 

Motion made by Council Member Pettijohn, supported by Council Member Meringa, to adopt Zoning Ordinance No. 281-C as an emergency ordinance taking affect the day after publication.  The motion was APPROVED.

 

COUNCIL COMMUNICATION OR PETITIONS

City Manager Krombeen explained a request received from the Michigan Municipal League regarding an organized formal municipal intervention with the Michigan Public Service Commission on a proposed electrical rate increase proposed by Consumers Energy taking effect in December 2011.  The proposed increase would mostly likely not be prevented but could be reduced.  The MML is asking member communities that purchase electricity from Consumers Energy to contribute to the rate intervention in the hope of mitigating the proposed increase.    A formula to apportion legal costs among participating local governments has been determined.  Grandville participated in a similar filing on another proposed increase in 2009.  Motion made by Council Member Meringa, supported by Council Member Richards, to authorize up to $2,200 for the rate intervention with the costs to be split between the water, sewer, and general funds based on electrical usage.  The motion was unanimously APPROVED by roll call vote.

 

CONSENT AGENDA

Motion made by Council Member Maas, supported by Council Member Meringa, to approve the Consent Agenda as presented in the best interest of the City.  The motion was unanimously APPROVED by a roll call vote.

Motion made by Council Member Maas, supported by Council Member Richards, to adjourn at 8:14 pm.  The motion was APPROVED.
