CITY OF GRANDVILLE
REGULAR CITY COUNCIL MEETING
MONDAY, JULY 11, 2011
The
Grandville City Council Regular Meeting of July 11, 2011 was called
to order by Mayor James Buck at 7:00 pm.
Present were Council Members Randal Gelderloos, Steve Kauffman,
Steve Maas, Joshua Meringa, Carole Pettijohn, Dick Richards, and
Mayor James Buck. Absent: None.
Also
attending: Matthew Butts, Assistant City Manager; Ron Carr, DPW
Director; Randy Kraker, City Attorney; Ken Krombeen, City Manager;
Mike May, Fire Chief; Mary Meines, City Clerk; and Dennis Santo,
Police Chief.
Rev.
Tom Pier-Fitzgerald, Grandville United Methodist Church, delivered
the invocation; and was followed by the Pledge of Allegiance.
Motion made by Council Member Maas, supported by Council Member
Meringa, to approve the July 11, 2011 agenda as presented. The
motion was APPROVED.
Motion made by Council Member Pettijohn, supported by Council Member
Richards, to waive the reading of the minutes of the Regular Meeting
of June 27, 2011 and to approve with correction. The motion was
APPROVED.
Motion made by Council Member Maas, supported by Council Member
Richards, that bills for Fiscal Year 2010-2011 totaling $115,670.16
as presented by the City Manager, be allowed and authorize the
Treasurer to pay the same. The motion was unanimously APPROVED by a
roll call vote.
Motion made by Council Member Maas, supported by Council Member
Pettijohn, that bills for Fiscal Year 2011-2012 totaling $117,111.68
as presented by the City Manager, be allowed and authorize the
Treasurer to pay the same. The motion was unanimously APPROVED by a
roll call vote.
PUBLIC COMMENT
Mike
Cobb, 3362 40th St. SW, expressed appreciation for the
people involved with 4th of July Celebration and the
Little League complex.
Tomas
Kosmak, 3223 Chestnut St. SW, stated that he feels his civil rights
were violated on July 4th because he was asked to take
signs off his vehicle and to stop distributing political material.
He also suggested City Council give further consideration of the
downtown streetscape project before the project is started – if DDA
funding is reduced or gone, the City could be responsible for paying
for the project.

Drew Wireless LLC - $27,200.00
Motion made by Council Member Kauffman, supported by Council Member
Gelderloos, to remove from the consent agenda the Library request to
purchase children shelving units from Library Furniture
International in the amount of $17,510.00 to return at a future
meeting at which time the Library Director can be in attendance to
answer questions*. The motion FAILED by a 3-4 roll call vote
(Yes: Gelderloos, Kauffman, and Richards; No: Maas, Meringa,
Pettijohn, and Buck).
Motion made by Council Member Maas, supported by Council Member
Meringa, to approve the Consent Agenda as presented in the best
interest of the City. The motion was unanimously APPROVED by roll
call vote.
CITY MANAGER’S REPORT
Bids
for water meter reading services were opened on June 23. DPW
Director Carr indicated the low bid from L & H Services would result
in a 7% savings over our current contract. Motion made by Council
Member Meringa, supported by Council Member Maas, to award a three
year water meter reading services contract to low bidder, L & H
Services, in the amount of $.65 per read. The motion was unanimously
APPROVED by roll call vote.
COUNCIL COMMENTS
·
Council Member Gelderloos expressed concern for how
the audience at the June 13 meeting behaved toward people commenting
on the streetscape project. In the future he would like to have
discussion on meeting rules of order and how a Council Member places
an item on the agenda.

ADJOURNMENT
Motion made by Council Member Maas, supported by Council Member
Richards, to adjourn at 8:14 pm. The motion was APPROVED.
