CITY OF GRANDVILLE

REGULAR CITY COUNCIL MEETING

MONDAY, FEBRUARY 14, 2011

 

The Grandville City Council Regular Meeting of February 14, 2011 was called to order by Mayor James Buck at 7:00 pm.

 

Present were Council Members Randal Gelderloos, Steve Maas, Joshua Meringa, Dick Richards, and Mayor James Buck.  Absent:  Council Members Steve Kauffman and Carole Pettijohn.

 

Also attending:  Matt Butts, Assistant City Manager; Ron Carr, DPW Director; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Mike May, Fire Lieutenant; Mary Meines, City Clerk; and Dennis Santo, Police Chief; Dan Steere, Deputy Police Chief.

 

Rev. Dan Mouw, South Grandville Christian Reformed Church, gave the invocation; and was followed by the Pledge of Allegiance.

 

Motion made by Council Member Maas, supported by Council Member Richards, to approve the February 14, 2011 agenda as presented. The motion was APPROVED.

 

Motion made by Council Member Gelderloos, supported by Council Member Meringa, to waive the reading of the minutes of the Regular Meeting of January 24, 2011 and approve as presented.  The motion was APPROVED.

 

Motion made by Council Member Maas, supported by Council Member Richards, that bills for Fiscal Year 2010-2011 totaling $453,315.97 as presented by the City Manager, be allowed and authorize the Treasurer to pay the same. The motion was unanimously APPROVED by a roll call vote.

 

PUBLIC COMMENT

Christine Buck from The Mental Health Foundation of West MI, and Sandy LeBlanc from the Grandville Jenison Chamber of Commerce explained the “Be Nice” program designed to increase awareness of treating people with civility community wide.  They have requested City Council proclaim February 25, 2011 as “Be Nice” Day.  The proclamation will be considered under the Consent Agenda.

 

ORDINANCES AND RESOLUTIONS

City Manager Krombeen indicated it is necessary to extend the medical marihuana moratorium to allow time for the amendment to the Zoning Ordinance to be approved.  The City Attorney has drafted the necessary amendment. The Planning Commission will review and set a public hearing at the March 2 meeting.  The public hearing will be held in April and a recommendation will be made to City Council.  Motion by Council Member Maas, supported by Council Member Meringa, to adopt Ordinance No. 288, extending the medical marihuana moratorium thru May 31, 2011.  The motion was unanimously APPROVED by a roll call vote.  The Ordinance will become effective the day following publication.

 

CONSENT AGENDA

Items presented under the Consent Agenda included:

1.      Reports:     DPW (Quarterly),  Fire/EMS (January),  CWP (January),      Treasurer’s (January)

2.      Minutes:    Park and Recreation (January 20)

Library Board (January 27)

3.      Proclamation:  Be Nice Day (Feb. 25, 2011)

4.      Set Budget Work Session Date:   Monday, March 7, 2011 @ 6:00 pm

5.      Miscellaneous Purchase Orders and Requests:

a.   DPW:  High Performance Lighting Bulbs & Ballasts

All Phase Electric - $3,126.00

b.   DPW:  File Server

HP - $4,836.94

 

Motion made by Council Member Maas, supported by Council Member Gelderloos, to approve the Consent Agenda as presented in the best interest of the City.  The motion was unanimously APPROVED by roll call vote.

 

CITY MANAGER’S REPORT

City Manager Krombeen indicated the interview and selection process for selecting the candidate recommended for Fire Chief. He is requesting confirmation of appointment of Mike May to the position. Moved by Council Member Maas, and seconded by Council Member Meringa, confirming the appointment of Mike May as Fire Chief.  The motion was APPROVED unanimously by roll call vote.

 

Motion made by Council Member Meringa, supported by Council Member Gelderloos, to excuse the absence of Council Members Kauffman and Pettijohn.  The motion was APPROVED.

 

COUNCIL COMMENTS

·         Thanks to Public Works Department, Police Department, Fire Department, and Clean Water Plant for the great job cleaning up after the blizzard

·         Thanks to DPW and the Finance Director/Treasurer for promoting energy improvements

·         Congratulations to Mike May

·         Grandville is a great City all around

·         Mayor’s Exchange

 

ADJOURNMENT

Motion made by Council Member Maas, supported by Council Member Meringa, to adjourn at 7:32 pm to Executive Session for the purpose of discussing pending litigation and collective bargaining.  The motion was unanimously APPROVED by roll call vote.
