CITY OF GRANDVILLE
REGULAR CITY COUNCIL MEETING
MONDAY, NOVEMBER 8, 2010
The
Grandville City Council Regular Meeting of November 8, 2010 was
called to order by Mayor James Buck at 7:00 pm.
Present were Council Members Steve Kauffman, Steve Maas, Joshua
Meringa, Carole Pettijohn, Dick Richards, and Mayor James Buck.
Absent: Council Member Randal Gelderloos.
Also
attending: Matt Butts, Assistant City Manager; Tammy Hopman,
Treasurer/Finance Director; Randy Kraker, City Attorney; Kenneth
Krombeen, City Manager; Mike May, Fire Lieutenant; Mary Meines, City
Clerk; and Dennis Santo, Police Chief.
Rev.
Tom Pier-Fitzgerald, Grandville United Methodist Church, gave the
invocation; and was followed by the Pledge of Allegiance.
Motion made by Council Member Maas, supported by Council Member
Meringa, to approve the November 8, 2010 agenda as presented. The
motion was APPROVED.
Motion made by Council Member Maas, supported by Council Member
Meringa, to waive the reading of the minutes of the Regular Meeting
of October 25, 2010 and approve as presented. The motion was
APPROVED.
Motion made by Council Member Kauffman, supported by Council Member
Maas, that bills for Fiscal Year 2010-2011 totaling $215,006.99 as
presented by the City Manager, be allowed and authorize the
Treasurer to pay the same. The motion was unanimously APPROVED by
roll call vote.
PUBLIC COMMENT
Birgit Klohs, President and CEO of The Right Place, provided a
packet of information and gave an update on the activities of The
Right Place. They are celebrating 25 years since the creation of
The Right Place.
Mike Cobb, 3362 40th St., commented on the Chicago Dr.
Cycle fire and the November 2 Election.
Russ Ripma, 3965 Johnson Lane, reminded Council of the Senior
Neighbors, Inc. fund raiser event at the Grand Rapids Museum on
November 9 from 6-10 pm.
ORDINANCES AND RESOLUTIONS
Motion by Council Member Maas, supported by Council Member Pettijohn,
to remove from the table Ordinance No. 285. The motion was
APPROVED.
City
Manager Krombeen reviewed the November 8, 2010 draft version of
Ordinance No. 285 which includes revisions made after the last City
Council meeting. Motion made by Council Member Richards, supported
by Council Member Maas, to adopt Ordinance No. 285, amending Section
21-74, and adding Section 21-76 of the Code of Ordinances, as
presented in the November 8, 2010 language including changes to
subsections (7) No open burning is allowed between the hours of
midnight and 8:00 am; and (8) A propane gas grill or charcoal grill
burning charcoal only and used solely for cooking is not regulated
by this section. The motion was unanimously APPROVED by a 6-0 roll
call vote.

Motion made by Council Member Kauffman, supported by Council Member
Meringa, to excuse the absence of Council Member Gelderloos. The
motion was APPROVED.
RECESS TO EXECUTIVE SESSION
Motion made by Council Member Maas, supported by Council Member
Pettijohn, to recess at 8:17 pm to Executive Session for the purpose
of discussion of pending litigation and collective bargaining. The
motion was unanimously APPROVED by roll call vote.
RECONVENE TO REGULAR SESSION
Motion made by Council Member Pettijohn, supported by Council Member
Richards, to reconvene to regular session at 9:53 pm. The motion
was APPROVED.
Motion made by Council Member Richards, supported by Council Member
Maas, to ratify the July 1, 2010 thru June 30, 2013 Grandville City
Employees Association collective bargaining agreement. The motion
was unanimously APPROVED by 6-0 roll call vote.
ADJOURNMENT
Motion made by Council Member Pettijohn, supported by Council Member
Richards, to adjourn at 9:55 pm. The motion was APPROVED.
