PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
SPECIAL MEETING – BUDGET WORK SESSION
MARCH 15, 2010
The special
meeting of March 15, 2010 was called to order by Mayor James Buck at
6:06 p.m. in the City Council Chambers for the purposes of holding a
budget work session.
Present were Council Members Randal
Gelderloos, Steve Kauffman, Steve Maas, Joshua Meringa, Carole
Pettijohn, Dick Richards and Mayor Buck. Absent: None.
Staff present: Ken Krombeen, City
Manager; Matthew Butts, Assistant City Manager;
Tammy Hopman, Finance Director;
Dennis Santo, Police Chief; Harvey Veldhouse, Fire Chief; Mike May,
Fire Lieutenant; Julie Fend, 59th District Court
Administrator; Dennis Richards, PD Sergeant.
Councilmember Maas thanked everyone
for their support since the loss of his father, Leonard Maas.
Mayor Buck turned the meeting over
to Ken Krombeen who asked for direction from the Council to remedy
the $771,482 budget deficit for FY 2010-2011. Tammy Hopman
presented a budget overview which included several scenarios for
closing the budget gap including: a millage increase, operating
cuts, and the use of fund balance.
The Council discussed possible
general fund cuts, various levels of a millage increase, and the use
of fund balance. The Council reached a consensus that a balanced
approach, including 2-3 year budget model, be utilized to close the
gap. The balanced approach includes: a minimum of $100,000 in
general fund cuts in each of the next few fiscal years, a 0.7
millage increase, and the
reduction in the City’s fund balance below the previously identified
target of 15%. The Council
will provide staff with lists of desired cuts. The Council set the
next budget work session for Monday, April 19, 2010 at 6:00 p.m. to
review a more detailed line item budget to be prepared by staff.
Councilmember Maas, supported by
Councilmember Richards, motioned to adjourn. The motion was
carried. The budget work session was adjourned at 9:28 p.m.
