CITY OF GRANDVILLE

CITY COUNCIL & PLANNING COMMISSION MINUTES

SPECIAL JOINT MEETING

NOVEMBER 17, 2009 AT 7:00 P.M.

 

The meeting was called to order by Mayor Buck and Chairman Nicely in the Grandville Public School Board Chambers at 7:00 p.m.

 

CC PRESENT:         Mayor Buck, Randy Gelderloos, Steve Kauffman, Josh Meringa, Carol Pettijohn, and Dick Richards

CC ABSENT:            Steve Maas

 

PC PRESENT:         Jack Bengtson, Gene LaSarge, Craig Nicely, Bob Poll and Steve Zinger.

PC ABSENT:            Steve Maas

 

ALSO PRESENT:    Matthew Butts, Assistant City Manager

Randy Kraker, City Attorney

Steve Van Steenhuyse, LSL Planning Inc.

 

Motion by Gelderloos, supported by Richards, to approve the joint meeting agenda as presented.  The motion passed unanimously.

 

Motion by Bengtson, seconded by LaSarge, to approve the joint meeting agenda as presented.  The motion passed unanimously.

 

NEW BUSINESS

 

1.  Review and Discussion of the Draft Zoning Ordinance

 

Butts gave a brief introduction of the joint meeting’s purpose to review and discuss the draft Zoning Ordinance prepared by the Planning Commission and LSL Planning Inc. 

 

Steve Van Steenhuyse of LSL Planning conducted a Powerpoint presentation highlighting the basics of form based codes and well as significant changes from the current Zoning Ordinance.  Both the City Council and the Planning Commission discussed issues such as the rezoning of the downtown and surrounding neighborhoods to form based codes, how the new draft deals with nonconforming uses, and how the draft ordinance accommodates new requirements of the Zoning Enabling Act.  Other issues such as the placement of satellite dishes and trash containers were also discussed.  There was a broad consensus to continue with the process to finalize and adopt the draft ordinance.  At their December 2, 2009 meeting the PC will consider setting a public hearing for their regular January 6, 2010 meeting to receive public comment on the draft ordinance.

Motion by Kauffman, seconded by Gelderloos, to adjourn at 8:08 p.m.  The motion passed unanimously.

 

Motion by Zinger, seconded by Bengtson to adjourn at 8:08 p.m..  The motion passed unanimously.
