CITY OF GRANDVILLE

REGULAR CITY COUNCIL MEETING

MONDAY, MAY 11, 2009

 

The Grandville City Council Regular Meeting of May 11, 2009 was called to order by Mayor James Buck at 7:00 pm.

 

The City Clerk called the roll.  Present were Council Members Ken Gates, Randal Gelderloos, Steve Maas, Joshua Meringa, Carole Pettijohn, Dick Richards, and Mayor James Buck.   Absent:  None.

 

Also attending:  Tammy Aue, Treasurer/Finance Director; Matthew Butts, Assistant City Manager; Randy Kraker, City Attorney; Kenneth Krombeen, City Manager; Mary Meines, City Clerk; Dennis Santo, Police Chief; and Dan Steere, Deputy Police Chief..

 

Rev. Tony Meyer, Ivanrest Christian Reformed Church, gave the invocation; and was followed by the Pledge of Allegiance.

 

Motion made by Council Member Maas, supported by Council Member Pettijohn, to approve the May 11, 2009 agenda as presented. The motion was APPROVED.

 

Motion made by Council Member Meringa, supported by Council Member Gates, to waive the reading of the minutes of the Regular Meeting of  April 27, 2009 and to approve as presented. The motion was APPROVED.

 

Motion made by Council Member Maas, supported by Council Member Gates, that Fiscal Year 2008-2009 bills totaling $408,253.52 as presented by the City Manager, be allowed and authorize the Treasurer to pay the same. The motion was unanimously APPROVED by roll call vote.

 

PUBLIC COMMENT

Eagle Scout Drew Seigersma indicated Troop 281 and 282 will place flags on the graves of deceased veterans on Friday, May 22 beginning at 6:00 pm at the Grandville Cemetery. Bill Schrader from the Neal Fonger American Legion Post gave the details of the Memorial Day Service on Monday, May 25, 2009.  The ceremony lowering the flag will take place at 9:00 am at Wedgwood Park.  At 9:15 am the parade commences from Wedgwood north on Wilson to Prairie to the Grandville Cemetery for a memorial service at 10:00 am at the Civil War monument.  The Civil War Association will be dedicating headstones of  Civil War veterans. M.L. (Dutch) Groendyk expressed gratitude for the Grandville community.

 

Steve Kauffman, 3654 Ivanrest Ave., asked is anything could be done to lengthen the time on pedestrian crossings on Rivertown Parkway.

 

PUBLIC HEARINGS

Mayor Buck opened the public hearing at 7:15 p.m. to present the Fiscal Year 2009-2010 proposed budget and to receive public comment. Treasurer/Finance Director Aue presented a revised budget summary and reviewed the projected deficit of $518,170 at the end of 2008-2009 Fiscal Year.  It is planned to use $318,170 of excess fund balance and to reallocate $200,000 from Local Streets.  As a result of discussion at the work session, $178,000 additional cuts were made to the proposed budget.  Revenues have decreased more than the expenditures.  Notification was received from the State indicating a projected cut to State Shared Revenue of $59,000 in the current fiscal year and this loss of revenue is not reflected in the projected beginning fund balance.  Additional cuts may need to be made after the start of Fiscal Year 2009-2010 if the unspent appropriations from the current fiscal year do not cover the additional deficit.  Rate studies showed that no rate change in water or sewer is necessary.  City Manager indicated budget decisions will become more and more difficult and may impact core services in the near future.  Steve Kauffman, 3654 Ivanrest, asked when the last time the millage rate was increased.  City Manager indicated it has been seven years since the millage rate was higher than the current 8.454 mills.  Mike Cobb, 3362 40th St., thanked Council and staff for staying on top of the budget.  Public hearing was closed at 7:32 pm.

 

Mayor Buck opened the public hearing on the CWD Brownfield Project at 7:32 pm. Assistant City Manager Butts indicated the Brownfield Plan and Development Agreement for the CWD Project at 3050 and 3100 44th St. (X-Rite property) was before Council for approval.  The site is approximately 35 acres. The base environmental study showed trace contaminants on the property and therefore met the threshold for a Brownfield project.  The total of the Brownfield project is $417,511 including demolition.  On March 27, 2009 the Brownfield Redevelopment Authority recommended City Council approve the project.  This is a financing mechanism to handle the Brownfield component and is projected to be paid off in three years.  Sam Cummings and Nick Koster representing CWD were in attendance and indicated they are excited to make a significant investment in Grandville and asked Council to act favorably toward the Brownfield project.  City Manager Krombeen pointed out approval will have nothing to do with the land use only the Brownfield plan.  Public hearing was closed at 7:40 pm.

 

ORDINANCES AND RESOLUTIONS

Motion made by Council Member Maas, supported by Council Member Meringa, to approve Resolution No. 2892, approving the CWD Brownfield Plan and Development Agreement.  The motion was unanimously APPROVED by roll call vote.

Motion made by Council Member Maas, supported by Council Member Meringa, to approve the Consent Agenda in the best interest of the City. The motion was unanimously APPROVED by roll call vote.
