CITY OF GRANDVILLE
PLANNING COMMISSION MINUTES
October 3, 2007
The
meeting was called to order by Chairman Nicely, in the Council
Chambers at 7:01 p.m.
PRESENT: Jack Bengtson, Randy Hartgerink, Gene
LaSarge, Steve Zinger, Randy Hartgerink, Craig Nicely, Steve Maas
and Bob Poll
ABSENT: None
ALSO
PRESENT: Ken Krombeen, City Manager
Matthew Butts, Assistant to the City Manager

Motion by Zinger, seconded by Maas to
approve the agenda as presented. The motion passed unanimously.
Motion by Bengtson, seconded by Zinger, to
approve the minutes of the September 6, 2007 meeting as corrected;
1) noting the letter accepted into record from Tim DeHaan dated
September 5, 2007 2) correcting the address for Harold Zeigler from
3040 Prairie to 4200 Parkway Place. The motion passed unanimously.
NEW BUSINESS:
1. Public Hearing – Harold Zeigler (IPA PUD Amendment Final
Review) 4200 Parkway Place Drive SW
Matthew Butts reviewed the request.
Chairman Nicely opened the public hearing for
PUD Amendment at 7:03 p.m.
Brett Hooks of Paradigm Design came before
the Planning Commission to answer any questions the Commissions may
have.
Motion by Maas, seconded by Zinger to close
the public hearing at 7:07 p.m. The motion passed unanimously.
2. Site Plan Review – Harold Zeigler (IPA PUD Amendment
Final Review) 4200 Parkway Place Drive SW
Matthew Butts reviewed the Site Plans.
Jack Bengtson asked to abstain from the
vote.
Motion by Maas, seconded by Zinger to
allow Jack Bengtson to abstain from the vote. The motion passed
unanimously.
Motion by LaSarge, seconded by Zinger to
recommend the site plan for Harold Zeigler 4200 Parkway Place Drive
SW onto City Council for final consideration and approval with the
recommendation of attaching the original Harold Zeigler PUD
conditions (per Ordinance No. 204-BM) to any approval. The motion
passed unanimously.
3. Site Plan Review – Omega Design – 4005 Chicago Drive
Matthew Butts reviewed the Site Plans.
Randy Hartgerink asked for clarification on
parking requirements in the downtown.
Motion by LaSarge, seconded by Zinger to
approve the Site Plans for 4005 Chicago Drive with the following
conditions 1) grading consistent with current grading system 2)
final parking lot grades approved by City Engineer 3) extending the
concrete sidewalk across the drive opening. The motion passed
unanimously.
4. Site Plan Review – Grandville
Printing Addition – 4719 Ivanrest Ave SW
Matthew Butts reviewed the Site Plans.
John Brewer of Grandville Printing came
before the Planning Commission to note Grandville Printing will
plant trees and shrubs along the pond and north side of the
building. John also noted the plans will add an additional 30,000
square feet on the second floor of the addition.
Steve Maas asked if the addition 30,000
square feet on the second floor would require more parking under the
parking requirements.
Motion by Poll, seconded by Maas to
approve the Site Plans for 4719 Ivanrest with the following
conditions 1) staff to approve deferred parking when necessary 2)
staff to approve the final landscape design. The motion passed
unanimously.
PUBLIC COMMENT
Chairman Nicely asked if there were any
public comments to be made.
Tim DeHaan made comment to the Draft Master
Plan and the Westview Greenhouse
Bruce Porter asked if public comment could be
made after the public hearing was closed.
OTHER BUSINESS
Motion by Maas, supported by Zinger to set
a public hearing for November 7, 2007 for the rezoning of 3308 Vine
Street from R-3 to C-3. The motion passed unanimously.
ADJOURNMENT
Motion by
Bengtson, supported by Zinger to adjourn. The motion passed
unanimously. The meeting adjourned at 7:50 p.m.
