Motion by
Maas
, seconded by Bengtson to approve the amended agenda, adding Zoning
Board of Appeal appointments under the section Other Business, as
presented. The motion passed unanimously.
Motion
by Zinger, seconded by LaSarge, to approve the minutes of the
November 1, 2006
meeting as presented.

NEW
BUSINESS:
1.
Consumer’s Concrete – Extension of Temporary Use Approval
3531 Busch Drive
Matthew
informed the Planning Commission that Consumer’s Concrete is
asking for an extension of the March 2006 Planning Commission
condition that stated the temporary plant be disassembled, cleaned
up, ad removed from the site no later than
December 1, 2006
. The request would
extend this condition to
December 31, 2006
as the project went longer than anticipated.
Motion
by
Maas
, supported by Poll to approve the extension of the temporary use
for Consumer’s Concrete located at 3531 Busch Drive until
December 31, 2006
. The motion passed
unanimously.
2.
Rivertown Market Place – Site Plan Review
4375 Canal
Matthew informed the
Planning Commission that DAP Investments LLC is requesting site plan
approval for Buildings B & C (the two stand alone buildings) of
the
Rivertown Market Place
. DAP
Investments anticipates starting construction on buildings B & C
in the spring of 2007 based on the master site plan that was
approved by the Planning Commission in April of 2006.
The Planning Commission would like staff to confirm the conditions
placed on building A have been met.
Site plans presented to the Planning Commission for buildings B
& C were not complete and a representative for the applicant was
not present to answer questions from the Commissioners.
The Planning Commission questioned if buildings B & C
were four sided as requested in the Master Site Plan approval, also
has the encroachment rights been approved for the shared drive with
Kim Hain’s property.
The
overall consensus of the Planning Commission was the plans presented
were not complete and a representative from the applicant should
have been present to answer questions.
Motion
by Poll, supported by Bengtson to table the site plan for Rivertown
Market Place located at 4375 Canal Avenue with the recommendation
that the applicant provide more descriptive plans and an
representative to answer questions at the
January 3, 2007
meeting. The motion
passed unanimously.
3.
Master Plan – Discussion of Draft Master Plan Concepts
Matthew reviewed the proposed Mater Plan concepts put together
by Val Lazdins from LSL Planning Inc. based on comments from the
Planning Commission during the November meeting.
The Planning Commission is asked to make any final comments
relative to the 5 key areas of the Master Plan.
X-Rite:
The Planning Commission would like to retain the existing green space.
They suggest office with high density residential that would
reflect the character on the north side of 44th.
The PC strongly feels that the 13.8 acres in the northwest
corner of the site, slated for commercial, should not include a
“big box” type commercial development. The character of
the commercial development for that 13.8 acres should reflect the
character of the existing commercial uses located directly across
Ivanrest.
Hope
Network:
The
Planning Commission strongly recommends either low or medium
residential, perhaps a church. Commissioners
feel the City Council and the Planning Commission need to agree on
potential concepts before plans are submitted for review.
44th Street
:
The
Planning Commission does not feel the existing lots are big enough
for commercial development. Office
and/or residential is appropriate with a residential character.
It was noted that Dwellings Furniture is zoned OS-2; however
there is a lot of semi-truck traffic blocking the street.
Chicago
Drive & I-196:
The
Planning Commission is pleased with the direction this area is
taking and wishes to further continue C-3 Commercial Highway
District uses.
North
Planning Area:
Overall
the Planning Commission is pleased with the direction this area is
taking. The Planning Commission agrees that the area north
of the lake, along I-196, should be considered for mixed use
redevelopment. The PC also agrees that it is essential to
re-establish the residential character of the neighborhood between
28th street
and
Chicago Drive
. The PC applauds and supports the DDA’s streetscape
efforts.
PUBLIC
COMMENT
Chairman Nicely asked if there were any public comments to be
made. There were none.
OTHER
BUSINESS
1.
Set a Public Hearing.
Matthew noted the city has received a request from Target to rezone
the two X-Rite parcels from I-1, Restricted Industrial and RR, Rural
Residential to C-4, Commercial Shopping Center District.
Staff recommended setting the public hearing for
January 3, 2007
at 7:15 p.m.
The Planning Commission was in consensus of setting a public hearing for
the rezoning request from Target relative to the X-Rite property.
2.
ZBA Appointment
Motion made by Bengtson, supported by Hartgerink, to recommend the
Grandville Zoning Board of Appeals board appointment of Bob Poll
onto the City Council. The
motion passed unanimously.
