Planning Commission Minutes

CITY OF GRANDVILLE
PLANNING COMMISSION MINUTES
JANUARY 7, 2004

The meeting was called to order by Chairman Poll in the Council Chambers at 7:03 p.m.

PRESENT: Dave Zondervan, Bob Poll, William Timmer, Virgil Leatherman, Steve Maas, Jodie Sherman and Craig Nicely.

ALSO PRESENT: Dan Johnson, Assistant City Manager

Ken Krombeen, City Manager

Motion by Nicely, seconded by Maas, to approve the agenda as presented. The motion passed unanimously.

Motion by Timmer, seconded by Sherman, to approve the minutes of the December 3, 2003 meeting as presented. The motion passed unanimously.

OLD BUSINESS

1. The applicant for 3367 28th Street was not present so the Planning Commission continued its discussion on the annual review of the Zoning Ordinance.

Fences - Proposed language to better organize the existing fence requirements was acceptable.

Seasonal Outdoor Sales of Agricultural Products – There was discussion of not limiting the time of sales for property owners but continuing the limitation for persons temporarily occupying a lot, such as Christmas tree lots.

Accessory Buildings – The conversation continued on the appropriate restrictions on accessory buildings. The Commission discussed the current language and possible changes. There was discussion on determining how many existing homes would be able to increase their building size or would this be limited to undeveloped lots only, also any language that the Building Official would suggest, and the possibility of a sliding scale that the larger the house the larger the building. Staff would continue working on this language.

Building Height – Discussion at staff level continues on increasing the height restrictions for certain zoning districts and locations.

Commercial Uses – Dan updated the Commission that the DDA will work on this subject as part of their Master Plan process.

Special Land Uses – Changes to Special Land Uses will involve reorganizing these uses to make sure they are appropriately located in the Ordinance.

Model Storm Water Ordinance – Staff will provide more detailed review comments at the next meeting after staff has an opportunity to meet with Jim Smalligan, who was instrumental in the development of this ordinance.

Sales of Vehicles on Residential Lots – Language was discussed to limit vehicle sales on residential lots to those titled by the primary resident.

Ball Field Signs – The City has received a request from the Grandville Little League to erect signs on the ball field fences. There was quite a bit of discussion as to the sign materials, sizes, locations, visibility, maintenance and more. The consensus was to possibly allow this type of signage after receiving an annual permit from the Planning Commission.

The Planning Commission requested to have final language for Fences, Seasonal Outdoor Sale of Agricultural Products, Special Land Uses, Sales of Vehicles on Residential Lots and Ball Field Signs on the next agenda for a final review and go forward with a public hearing in March.

2. The Site Plan Review for 3367 28th Street was briefly discussed. Ken mentioned that the Commission had options including approving it without the applicant present or wait until he is present. The consensus was to wait for the applicant to be present. Motion to table the Site Plan Review for 3367 28th Street by Zondervan and supported by Maas. The motion was approved unanimously.

PUBLIC COMMENT

Chairperson Poll asked if there was any public comments to be made. There were none.

OTHER BUSINESS

Dan updated the Commission on the DDA Master Plan status.

Dan updated the Commission on the Five-Year Recreation Master Plan. Virgil has an interest in being the Commission’s liaison to the committee.

Motion by Maas, seconded by Timmer to adjourn. The motion passed. The meeting adjourned at 7:50 p.m.
