CITY OF GRANDVILLE
PLANNING COMMISSION MINUTES
APRIL 10, 2002
The meeting was called to order by Vice-Chairman Nicely in the
Council Chambers at 7:00 p.m.
PRESENT: Virgil Leatherman, Bob Poll, William Timmer, Steve Maas,
Craig Nicely and Joe Valicevic.
ABSENT: Dave Zondervan
ALSO PRESENT: Dan Johnson, Assistant City Manager
Ken Krombeen, City Manager (arrived at 7:40 PM)
Motion by Poll, seconded by Maas, to approve the agenda as
presented. The motion passed.
Motion by Maas, seconded by Poll, to approve the minutes of the
March 6, 2002 meeting as presented. The motion passed unanimously.
NEW BUSINESS
- Dan Johnson brought back the list of Zoning Ordinance
amendments the Planning Commission had previously recommended to
the City Council. The Council had some concerns and questions
regarding the proposed signage change for the outparcels in the
C-4 district. They referred the issue back to the Planning
Commission so the councilmembers who had concerns could share them
with the Commission and they could reconsider their
recommendation.
Councilmember DeWitt was in attendance to share his concerns
with the proposed language change. His main concerns were that he
felt the outparcels were clearly visible now and that businesses
across the street would want more signage.
The Planning Commission had some general discussion on the sign
ordinance and the history of the original outparcel signage
language. The language as proposed would allow one more ground
sign, but less wall signage than what is permitted in the OS-2
district. The Planning Commission agreed to consider the proposed
language and come back for more discussion at the next meeting.
- Dan Johnson shared Randy Kraker’s comments regarding the
proper public hearing requirements for changes to the Master Plan
regarding the Hope Network property. There was no additional
discussion.
- The Planning Commission review a list of new proposed changes
to the Zoning Ordinance. The proposed changes include retail uses
in office districts, average front yard setbacks, how items such
as chimneys and bay windows are addressed for setbacks, unenclosed
porches and decks, and restaurants in the C-1 and C-5 districts.
The Commission was comfortable with some of the language
proposed, such as for the average front yard setbacks, chimneys and
unenclosed porches. They asked staff to find out what other
communities do regarding retail in office districts and restaurants
in C-5 areas.
Motion by Maas, seconded by Poll to adjourn. The motion passed. The
meeting adjourned at 8:12 p.m.
