CITY OF GRANDVILLE
PLANNING COMMISSION MINUTES
MAY 2, 2001
The meeting was called to order by Chairman Zondervan in the
Council Chambers at 7:00 p.m.
PRESENT: Virgil Leatherman, Steve Maas, Craig Nicely, Bob Poll,
William Timmer, Joe Valicevic, and David Zondervan.
ABSENT: None.
ALSO PRESENT: Dan Johnson, Assistant City Manager
Moved by Poll and seconded by Nicely, CARRIED, to approve the
agenda as presented.
Moved by Maas and seconded by Valicevic, CARRIED, to approve the
minutes of the April 11, 2001 meeting.
GENERAL BUSINESS
Assistant City Manager Johnson presented the request from General
Growth. The adjacent zones, adjacent uses, and Master Plan
Designations were reviewed. Comments from the Director of Public
Works and Assistant City Manager included several items to address.
- Private street as opposed to public street and the need to
construct to City specifications.
- The requirement for public utilities easements if constructed
as a private street.
- Looping of the watermain to the existing watermain in the
property to the west known as Rivertown Center.
- Connections to parking lots to each other and Rivertown
Center.
The Assistant City Manager stated the watermain is looped.
The consensus was that there be access from the Rivertown Center
parking lot, a minimum of 24 feet.
Setback standards on private street as opposed to public streets
were discussed and the advantages to the City for the street to be
public. There was also discussion as to accepting Rivertown Point as
a public street and what effect that would have on the proposed
street within this 18 acre site. General Growth indicated they would
prefer the street to be public. Speaking for General Growth
Properties were Andrea Bills and Darrin Graham. Ms. Bills stated the
plan is for four restaurants and one extended stay hotel.
Moved by Leatherman and seconded by Poll, CARRIED unanimously,
that the recommendation to City Council is that the proposed road in
the Master Site Plan for General Growth Properties be dedicated as a
public road within the City of Grandville.
Moved by Nicely and seconded by Valicevic, CARRIED unanimously,
to approve the Master Site Plan for General Growth Properties (18
acre-parcel located east of Potomac Avenue and between 44th Street
and Rivertown Parkway) as presented with the following conditions:
- A minimum access point on parcel E of 24 feet connecting to
Rivertown Center.
- If the proposed road is a private road, that there be
easements and built to City specifications.
PUBLIC HEARING
Discussion on the proposed language for motorcycle dealerships as
Special Land Uses in the C-5, Commercial Freeway-Interchange
District.
Moved by Poll and seconded by Valicevic, CARRIED, to open the
public hearing at
7:28 p.m. to receive public comment on the amendment to add
Article 8-7 D.9.
The Assistant City Manager presented the new language.
Moved by Poll and seconded by Valicevic, CARRIED, to close the
public hearing at
7:30 p.m.
Moved by Poll and seconded by Valicevic, CARRIED, to recommend
City Council approve the amendment to the Zoning Ordinance,
Motorcycle Dealerships, as Special Land Use in the C-5
Freeway-Interchange District.
