CITY OF GRANDVILLE
PLANNING COMMISSION MINUTES
FEBRUARY 7, 2001
The meeting was called to order by Vice-Chairman Nicely in the
Council Chambers at 7:05 p.m.
PRESENT: Virgil Leatherman, Steven Maas, Craig Nicely, Bob Poll,
William Timmer, and Joe Valicevic.
ABSENT: David Zondervan
ALSO PRESENT: Kenneth Krombeen, City Manager
Dan Johnson, Assistant City Manager
Motion by Maas, seconded by Poll to approve the agenda as presented.
The motion passed.
Motion by Poll, seconded by Maas, to approve the minutes of the
January 3, 2001 meeting. The motion passed.
GENERAL BUSINESS
1. File No. 01-002. Request from Michael Vander Kallen for site
plan approval of a 5,000 square foot photography studio to be
located at 3490 Fairlanes on a .7 acre site zoned C-3, Commercial
Highway District. Assistant City Manager Johnson indicated the use
is allowed in the zone district and is a low-traffic use. His review
included adjacent zones, uses, and Master Plan designations,
parking, landscaping, setbacks and utilities. He pointed out one
curb cut is proposed to Fairlanes Avenue, however, the driveway is
located 110’ to 115’ from an existing or proposed driveways north
and south of this site; and the City’s Driveway Standards require
drives on a 25 mph street to be at least 125 feet from the next
commercial driveway.
Doug Stalsonberg, Exxel Engineering, was in attendance
representing Michael and Barbara Vander Kallen. He requested site
plan approval including the driveway into the site to allow for
occasional deliveries by semi trucks.
Discussion regarding the driveway followed.
Motion by Poll, seconded by Maas to approve the site plan as
presented including: (1) utility connections subject to Department
of Public Works and City Engineer approval; (2) separate sign permit
required for site signage; (3) knox box be included in the building
as approved by the Fire Department; (4) any chemicals used on site
to be reviewed by the Wastewater Treatment Department; (5) if this
site is split from the parent parcel, before a building permit is
issued provide to the City a copy of easement agreements showing
maneuvering areas on adjacent properties; (6) landscaping to be
increased to meet city standards; and (7) screening along east
property line to be evergreens not fencing. The motion passed by a
4-2 vote with Leatherman and Nicely opposed.
PUBLIC HEARING
Vice-chairman Nicely opened the public hearing at 8:01 p.m. to
receive public comment on the proposed amendments to Zoning
Ordinance No. 204. Assistant Manager Johnson reviewed proposed
amendments to Table 12-1 and Article 12-9.D.10.
No public comment.
Motion by Leatherman, seconded by Maas to close the public
hearing at 8:04 p.m. The motion passed.
Motions by Valicevic, seconded by Poll to recommend City Council
adopt the proposed amendments to Table 12-1 and Article 12-9.D.10 of
Zoning Ordinance 204. The motion passed.
PUBLIC COMMENT
No public comment.
OTHER BUSINESS
The Assistant City Manager presented proposed amendments to
Zoning Ordinance No. 204.
City staff discovered the driveway standards are different than
the Zoning Ordinance requirements with regards to the curb line
width requirements are too narrow for industrial driveways. The
Planning Commission discussed and directed city staff to incorporate
language in the Zoning Ordinance to reflect that driveway standards
will conform to the current version of the Grandville engineering
standards on commercial and industrial driveways.
Peerless Steel has requested the Planning Commission amend the
Ordinance allowing a wall sign on their building located in the I-3
district. The Planning Commission was not opposed to amending the
Ordinance to allow wall signs in the I-3 zone district.
City staff asked for input on modifying the conditions for a
limited service hotel in the OS-2 district. The Planning Commission
did not want to make any changes at this time.
General Growth has informally requested modifications to the
Zoning Ordinance to allow for several exterior entrances and signs
for small tenants because these spaces cannot be accessed from
inside the mall. They have also requested additional wall signs for
the outparcels. The Planning Commission does not want to amend the
Ordinance to allow for General Growth’s request.
Rockford Construction has inquired if a motorcycle dealership
would be allowed under the C-1 district. The Planning Commission
feels a motorcycle dealership is similar to a car dealership and
they are allowed only under the C-3 district and they would the
Ordinance to remain that way.
Jeff Hundley has requested comments from the Planning Commission
on a modification to the Zoning Ordinance allowing a 130,000 to
150,000 sq. ft. non-grocery, "big box" tenant on the southwest
corner of Ivanrest and Rivertown Parkway. The Planning Commission
does not want to change the Ordinance to allow for such a tenant.
The site plan and elevations for the Meijer’s store on Century
Center Drive was shown to the Planning Commission.
Motion by Poll, seconded by Maas to adjourn. The motion passed.
The meeting adjourned at 9:01 p.m.
