City Council Minutes
The
Grandville City Council Regular Meeting of December 18, 2006 was
called to order by Mayor James Buck at 7:03 p.m.
The
City Clerk called the roll. Present were Council Members Ken Gates,
Randal Gelderloos, Steve Maas, Carole Pettijohn, Stan Ponstein, Joe
Sierawski and Mayor James Buck. Absent: None.
Also
attending: Matthew Butts, Assistant to the City Manager; Tom
Guinther, Treasurer/Finance Director; Randy Kraker, City Attorney;
Ken Krombeen, City Manager; Mary Meines, City Clerk; and Vern
Snyder, Police Chief.
Rev.
Greg Brower, Zion Reformed Church, gave the invocation; and was
followed by the Pledge of Allegiance.
Motion made by Council Member Maas, supported by Council Member
Gates, adding an item under City Manager’s Report authorizing the
property purchase from Consumer’s Energy and approving the December
18, 2006 agenda as amended. The motion was APPROVED.
Motion made by Council Member Gates, supported by Council Member
Maas, to waive the reading of the minutes of the Special Meeting of
December 11, 2006 and to approve as presented. The motion was
APPROVED.
Motion made by Council Member Sierawski, supported by Council Member
Gates, to waive the reading of the minutes of the Regular Meeting of
December 11, 2006 and to approve as presented. The motion was
APPROVED.
Motion made by Council Member Gates, supported by Council Member
Pettijohn, that Fiscal Year 2006-2007 bills totaling $267,092.04
presented by the City Manager, be allowed and authorize the
Treasurer to pay the same. The motion was unanimously APPROVED by
roll call vote.
PUBLIC COMMENT
Steve
Kauffman, 3654 Ivanrest, commented on the bus stop at the RiverTown
Crossings Mall.

Motion made by Council Member Pettijohn, supported by Council Member
Maas, to approve the Consent Agenda as presented in the best
interest of the City. The motion was unanimously APPROVED by roll
call vote.
CITY MANAGER’S REPORT
Matthew Butts presented to Council a contract with Progressive AE
for preparation of design development plans and construction
documents for the Lee Street Park. He indicated the City will
received $100,000 from Community Development Block Grant funds to
develop the 1.8 acre parcel on the northeast end of the City. Motion
by Council Member Gates, supported by Council Member Gelderloos, to
authorize the City along with Kent County Community Development to
enter into an agreement with Progressive AE for the professional
services for the Lee Street Park Project. The motion was
unanimously APPROVED by roll call vote.
City
Manager Krombeen indicated the City can acquire property from
Consumers Energy for (1) the Lee Street Park, and (2) property
running along their power right-of-way southwest from the Lee Street
property across 28th Street and Ivanrest west to 30th
Street. Consumers will transfer ownership to the City of Grandville
for $900 per parcel which is the cost of processing the paperwork.
Consumers requires the right to enter these parcels to maintain the
power lines. Motion by Council Member Maas, supported by Council
Member Pettijohn, authorizing the City Manager to proceed with the
negotiations with Consumers Energy to purchase two parcels for $900
each. The motion was unanimously APPROVED by roll call vote.
Recommendations for appointments to various boards and commissions
were presented by the City Manager. Motion made by Council Member
Maas, supported by Council Member Gates to approve the boards and
commissions appointments as presented by staff. The motion was
APPROVED.
