City Council Minutes

SPECIAL SESSION

MAY 2, 2005  

The Special Session of May 2, 2005 was called to order by Mayor James Buck at 5:45 p.m. in the Fire Department Meeting Room.  

The City Manager called the roll. Present were Council Members Robert De Witt, Ken Gates, Steve Maas, Carole Pettijohn (departed at 7:35 p.m.), Stan Ponstein, Joe Sierawski and Mayor Buck.  Absent:  None  

Staff present:  Tom Guinther, Finance Director; Ken Krombeen, City Manager; Vern Snyder, Police Chief; and Harvey Veldhouse, Fire Chief.  

Mayor Buck turned the meeting over to Finance Director, Tom Guinther who reviewed the basics parameters of the draft budget as discussed to date.  This includes maintaining existing services, incurring a planned deficit, and funding the deficit by reduction of the existing General Fund fund balance.  Millage level proposed remains at 8.454 mills.  

The Finance Director presented documents summarizing the city’s recent revenue/expense history, a millage rate comparison with other Kent County and comparable communities and a history of City of Grandville operating millage levels since 1966.  Also distributed was a budget work session document that summarized General Fund revenues and expenses, amount of planned deficit and fund balance estimates for the FY 2005-06 city budget as currently proposed and with recommended budget reductions.  This information was reviewed in detail.  

City Council questions and discussion followed.  Topics included millage, service levels, fund balance projections, definition of fund balance, impact of potential diversion of Ottawa County wastewater flow to Wyoming, deficit projections, the potential need for future budget reductions, impact of continued cuts to State Shared Revenue by the Michigan Legislature, the draft Update to the Park & Recreation Master Plan, MERS Health Insurance program and street fund balances including long term funding requirements.  

There was specific discussion regarding the Council’s desire to begin planning for the FY 2006-07 budget immediately after the start of the 2005-06 Fiscal Year.  This process would include opportunities for direct Council member comment via sessions with staff, a citizen survey on budgetary topics, and utilizing the annual Leadership Retreat for in-depth discussion of the budget.  

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED, to adjourn at 7:55 p.m.
