City Council Minutes

The Regular Meeting of the Grandville City Council was called to order by Mayor James Buck on March 14, 2005 at 7:03 p.m.

The City Clerk called the roll.  Present were Council Members Robert DeWitt, Steve Maas, Stan Ponstein, Joe Sierawski, and Mayor James Buck. Absent:  Council Members Ken Gates, and Carole Pettijohn.

Also attending: Mike Chesher, DPW Director; Thomas Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dennis Santo, Deputy Police Chief and Vern Snyder, Police Chief.

Rev. Philip Boender, Fellowship Chr. Ref. Church, gave the invocation; and was followed by the Pledge of Allegiance.

Motion by Council Member Maas, and seconded by Council Member DeWitt, CARRIED, to approve the March 14, 2005 agenda as presented.

Motion by Council Member Sierawski, and seconded by Council Member Maas, CARRIED, to waive the reading of the minutes of the Regular Meeting of February 28, 2005 and approve as presented.

Motion by Council Member DeWitt, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, that Fiscal Year 2004-2005 bills totaling $325,110.94 presented by the City Manager, be allowed, and authorize the Treasurer to pay the same.

ORDINANCES AND RESOLUTIONS

Assistant City Manager Johnson presented a proposed amendment to the Zoning Ordinance that would allow new automobile sales as a special land use in the C-5 zone district. The amendment was developed as a result of a request from the Serra Automobile Group.  Mr. Johnson reviewed the proposed language and indicated the Planning Commission unanimously recommended approval. Pat Parker, the attorney representing the Serra Automotive Group addressed the City Council. Motion by Council Member Maas, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, to introduce Zoning Ordinance No. 204-BO, amending Section 8-7 and Section 11-3, regarding automobile sales establishments in the C-5 zone district.  

Motion by Council Member DeWitt, and seconded by Council Member Ponstein, CARRIED, to table Zoning Ordinance No. 204-BO.

Assistant City Manager Johnson presented an ordinance to amend the Uniform Traffic Control placing restrictions on the use of engine braking. The ordinance was created as a result of a petition from residents in the Ivanrest/Chicago Drive to 28th Street neighborhood.  Motion by Council Member DeWitt, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to introduce Ordinance No. 270, amending Section 25-27, by adding Section 25-27(f), regarding engine braking.

Motion by Council Member Maas, and seconded by Council Member Sierawski, CARRIED, to table Ordinance No. 270.

Motion by Council Member Maas, and seconded by Council Member DeWitt, CARRIED, to approve the Consent Agenda as presented.

CITY MANAGER’S REPORT

Finance Director/Treasurer Guinther presented a request to replace the garage door system on the police department garage.  He indicated the proposal from Environmental Door is to replace the existing door with a commercial door system to eliminate the problems experienced with the current system. Motion by Council Member Maas, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, to authorize the purchase of a garage door system on the police department garage from Environmental Door, in the amount of $2,919.04 in the best interest of the City.

Motion by Council Member Ponstein, and seconded by Council Member DeWitt, CARRIED, to excuse the absence of Council Members Gates and Pettijohn.

COMMENTS

Comments were made regarding X-Rite, parking along Potomac Dr., and the MML Legislative Conference.

Motion by Council Member Maas, and seconded by Council Member DeWitt, CARRIED, to adjourn at 7:38 p.m.
