City Council Minutes

The Regular Meeting of the Grandville City Council was called to order by Mayor James Buck on September 13, 2004 at 7:00 p.m.  

The City Clerk called the roll.  Present were Council Members Ken Gates, Steve Maas, Carole Pettijohn, Stan Ponstein, Joe Sierawski, and Mayor James Buck. Absent:  Council Member Robert DeWitt 

Also attending: Eugene Alkema, City Attorney; Mike Chesher, DPW Director; Tom Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Ken Krombeen, City Manager; Mary Meines, City Clerk; Marci Poley, Receptionist; Vern Snyder, Police Chief; and Harvey Veldhouse, Fire Chief.  

Father George Darling, St. Pius X Catholic Church gave the invocation; and was followed by the Pledge of Allegiance.  

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED, to approve the September 13, 2004 agenda as presented.  

Motion by Council Member Sierawski, and seconded by Council Member Maas, CARRIED, to waive the reading of the minutes of the Regular Meeting of August 23, 2004 and approve as presented.  

Motion by Council Member Pettijohn, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, that Fiscal Year 2004-2005 bills totaling $477,302.04 presented by the City Manager, be allowed, and authorize the Treasurer to pay the same.  

PUBLIC COMMENT

Dawn Sloboda, Democratic candidate for the 74th State House Representative, introduced herself to the City Council.  

ORDINANCES AND RESOLUTIONS

Motion by Council Member Ponstein, and seconded by Council Member Gates, CARRIED, to remove from the table Ordinance No. 265.  

Motion by Council Member Sierawski, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to adopt Ordinance No. 265, amending the Code of Ordinances Sec. 15-86, Larceny.                 

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED, to remove from the table Ordinance No. 266.  

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to adopt Ordinance No. 266, adding Sec. 15-92, Malicious Destruction of Property, to the Code of Ordinances.  

CONSENT AGENDA

1.            Reports:  EMS/Fire (August), WWTP (August), Police (2nd Quarter), Treasurer’s (August)

2.            Minutes:  Business Relations Committee (September 1)

3.      Set Public Hearings:     IDD – Deppe Mold & Tooling (September 27, 2004 @ 7:15 p.m.)

IFT Certificate - Deppe Tool & Molding (September 27, 2004 @ 7:20p.m.)

4.      Appointment:  Officer and Employee Delegates to MERS Annual Meeting     

5.      Miscellaneous Purchase Orders and Requests

a.   Fire:  Hose Tester and Accessories – 5 Alarm - $1,985.25

b.   Court:  Storage Shelving – Excel Systems Group - $2,500.00

c.   Library: Carpet – Johnson Carpet - $67,000.00  

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented in the best interest of the City.  

CITY MANAGER’S REPORT

Assistant City Manager Johnson reviewed the proposed employment related policies regarding: (a) Advertising, Interviews and Hiring; (b) Anti-Nepotism; (c) At-Will; and (d) Orientation Period.  The final versions will be brought back to City Council for action at a future meeting.  

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED, to excuse the absence of Council Member DeWitt.  

DPW Director Mike Chesher gave an update on the fire in the DPW cold storage garage and the Wilson Avenue projects.  

COMMENTS

Council Member Sierawski thanked staff for the information provided on recreational burning.  He also asked if the City would consider using the northwest corner of 44th/Wilson as a “green space”.  Mayor Buck suggested he attend the meeting of the Park and Recreational Master Plan Committee on October 7, 2004 at 7:00 p.m. at the Grandville Middle School. The Kent Trails Extension Dedication is planned for October 7, 2004 at 4:00 p.m. at the Grand Lady Riverboat site.

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to adjourn at 7:38 p.m.
