City Council Minutes

 PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL  

The Regular Meeting of the Grandville City Council was called to order by Mayor Pro Tem Pettijohn on March 8, 2004 at 7:01 p.m.  

Acting City Clerk Johnson called the roll.  Present were Council Members Robert DeWitt, Ken Gates, Steve Maas, Carole Pettijohn, and Stan Ponstein (arrived at 7:03 p.m.).  Absent:  Council Member Joe Sierawski and Mayor James Buck.  

Also attending:  Michael Chesher, DPW Director; Thomas Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Dennis Santo, Deputy Police Chief; and Vern Snyder, Police Chief.  

Rev. Philip Boender, Fellowship Chr. Ref. Church, gave the invocation; and was followed by the Pledge of Allegiance.  

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED, to amend and approve the March 8, 2004 agenda adding Traffic Control Order Nos. 5.01.04 and 5.02.04 to the proposed resolution under the Consent Agenda.  

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED, to waive the reading of the minutes of the Regular Meeting of February 23, 2004 and approve as presented.  

Motion by Council Member Gates, and seconded by Council Member DeWitt, CARRIED unanimously by roll call vote, that Fiscal Year 2003-2004 bills totaling $868,663.48 presented by the City Manager, be allowed and authorize the Treasurer to pay the same.  

PUBLIC COMMENT

August Lenger, 4280 Redbush Dr. , pointed out that along 44th Street west of Piute Dr. dirt from construction has washed out into the road.  

ORDINANCES AND RESOLUTIONS

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED, to remove from the table Ordinance No. 264.  Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to adopt Ordinance No. 264, Amending Section 25-26(e)(bb) of the Code of Ordinances, Regarding Regulation of Parking.  

Assistant City Manager presented amendments to the Zoning Ordinance recommended for approval by the Planning Commission.  Suggested changes were to sections regarding walls and fences; seasonal outdoor sales of agricultural products; special land uses; sales of vehicles on residential lots; and ball field signs. Motion by Council Member Gates, and seconded by Council Member Maas , CARRIED unanimously by roll call vote, to introduce Zoning Ordinance No. 204-BD.  Motion by Council Member Gates, and seconded by Council Member DeWitt, CARRIED, to table Zoning Ordinance No. 204-BD.  

Motion by Council Member DeWitt, and seconded by Council Member Gates, CARRIED unanimously by rol]l call vote, to approve Resolution No. 2621, approving and authorizing the Mayor to execute the Pipeline Crossing Agreement with CSX Transportation for the Wilson Avenue Improvement Project.  

CONSENT AGENDA

·        Reports:  EMS/Fire (Jan.), Treasurer’s (Feb.)

·        Minutes:  Historical Commission (Feb. 16)

Zoning Board of Appeals (Feb. 18)

Library Board (Feb. 19)

·        Resolution No. 2622:  TCO Nos. 5.01.03, 5.02.03, 5.01.04, and 5.02.04

·        Set Budget Work Session Date:  March 15, 2004 at 6:00 p.m.

·        Miscellaneous Purchase Orders and Requests

Ø      Clerk:  City Council Minutes Indexing – Municipal Code Corp. - $6,000.00

Ø      Cemetery:  Irrigation System Expansion – West MI Sprinkling - $12,855.00

Ø      Motor Pool:  2004 Ford Expedition – Borgman Ford - $25,598.00  

Council Member DeWitt recommended the Ford Expeditions be kept until they have 125,000 miles on them.  

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented in the best interest of the City. 

CITY MANAGER’S REPORT

Motion by Council Member Gates, and seconded by Council Member Ponstein, CARRIED unanimously by roll call vote, to authorize the Police Department to purchase seven digital cameras and accessories, alcohol sensor, and a radar unit with grant funds awarded from the Office of Highway Safety Planning in the best interest of the City.  

Motion by Council Member Maas, and seconded by Council Member DeWitt, CARRIED, to excuse the absence of Council Member Sierawski and Mayor Buck.  

ADJOURNMENT

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED, to adjourn at 7:47 p.m.
