PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
SPECIAL SESSION
JANUARY 19, 2004

04-015 The Special Session of January 19, 2004 was called to order by Mayor James Buck at 6:10 p.m. in the Council Chambers.

The City Clerk called the roll. Present were Council Members Robert De Witt, Ken Gates, Steve Maas, Carole Pettijohn, Joe Sierawski and Mayor Buck. Absent: Council Member Stan Ponstein

Staff present: Tammy Butler, Assistant Finance Director; Michael Chesher, DPW Director; Tom Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dennis Santo, Deputy Police Chief; and Vern Snyder, Police Chief.

Motion by Council Member Pettijohn, and seconded by Council Member Sierawski, CARRIED, to excuse the absence of Council Member Ponstein.

Opening remarks were made by Mayor James Buck and City Manager Krombeen pointed out the work session is preliminary and the intent is to receive direction from Council regarding the budget prior to preparation of department budgets.

Finance Director Guinther made a presentation of the current fiscal year budget including the impacts of the reduction in State revenue sharing and city staff voluntary expenditure reductions. The FY 2003-2004 mid-year budget adjustments were reviewed and discussed. He then gave a preview of the FY 2004-2005 budget including revenues and expenditures, city services, and millage levels. Given a controlled level of expenditures, the gap between revenues and expenditures will continue to narrow without increasing millage at this time. The Water System Rate Study completed by Moore and Bruggink shows an excess in the water fund balance in part because, in the past, a portion water projects were funded from the Major and Local Streets and the General Fund. Mr. Guinther will recommend a transfer from the Water Fund into the General Fund as part of the FY 2004-2005 budget; and to pay the tank debt early and pass a reduction in water rates on to the customers. At the January 26 Council meeting, Moore & Bruggink will make a presentation on the Water Reliability Study. Also, a resolution will be brought to Council proposing to reduce water rates by eliminating the tank debt ready to serve charge and the tank debt consumption charge.
