City Council Minutes

PROCEEDINGS OF THE

GRANDVILLE CITY COUNCIL

The Regular Meeting of the Grandville City Council was called to order by Mayor James Buck on April 28, 2003 at 7:03 p.m.

Assistant City Manager Johnson called the roll. Present were Council Members Robert De Witt, Ken Gates, Steve Maas, Carole Pettijohn, Stan Ponstein, Joe Sierawski, and Mayor James Buck.

Absent: None

Also present:

Mike Chesher, DPW Director; Tom Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Vern Snyder, Police Chief; Harvey Veldhouse, Fire Chief.

Pastor Ray Paget, Grandville Baptist Church, gave the invocation; and was followed by the Pledge of Allegiance.

Motion by Council Member De Witt, and seconded by Council Member Maas, CARRIED, to approve the April 28, 2003 agenda as presented.

Motion by Council Member Gates, and seconded by Council Member Sierawski, CARRIED, to waive the reading of the minutes of the Regular Meeting of April 14, 2003 and approve as presented.

Motion by Council Member Pettijohn, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, that bills totaling $207,209.54 as presented by the City Manager, be allowed and the Treasurer authorized to pay the same.

PUBLIC COMMENT

Senator Wayne Kuipers was in attendance to provide City Council an update on what is happening in Lansing.

August Lenger commented on the charitable contributions of West Michigan.

ORDINANCES AND RESOLUTIONS

City Manager Krombeen presented resolutions relating to Special Assessment District No. 140, Viaduct Street Improvements – West. He indicated bids were taken for the project and Georgetown Construction was low bidder. Discussion on the possibility of using concrete instead of asphalt for the road.

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to adopt Resolution No. 2587, a Resolution Directing Preparation of Roll, and Conditional Award of Contract for Viaduct Street – West Improvements, Special Assessment District No.140.

Motion by Council Member Gates, and seconded by Council Member De Witt, CARRIED unanimously by roll call vote, to adopt Resolution No. 2588, a Resolution Accepting Special Assessment Roll No. 140, and to Fix the Date of Hearing on the Roll.

CONSENT AGENDA

  • Proclamations: Chemical Awareness Week – May 4-10, 2003

Athletes with Disabilities Week – May 18-24, 2003

Motion by Council Member Maas, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented in the best interest of the City.

CITY MANAGER’S REPORT

Fire Chief Veldhouse presented a request from the fire department to purchase confined space equipment with 90% of the cost provided by federal grant money. Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to authorize the purchase of confined space equipment in the amount of $10,404.93 from Raco Rescue in the best interest of the City.

Discussion regarding ITP millage renewal. Tom Guinther and Steve Maas, representatives on the ITP Board, presented background information regarding the ITP millage. Mr. Guinther stated renewal of the current millage rate of .75 mills will mean cuts in services which could occur in outlying areas such as Grandville. Increasing the millage to approximately .9 mills would be beneficial to maintaining Grandville’s level of service. The ITP Board will decide at the end of May what direction to go.

COUNCIL MEMBERS COMMENTS

Council comments were made regarding the Wallace St. tennis court, West MI Strategic Alliance Land Use Conference, MML Regional Meeting in Ludington, Longest Stream dedication, GVMC Growing Communities Conference, Grand Rapids Press article on Myron Orfield, Summer Recreation programs, GVMC Quarterly Meeting, and the May 14 at 7:30 p.m. seminar at Ivanrest Chr. Ref. Church on the West Nile Virus.

ADJOURNMENT

Motion by Council Member Maas, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to adjourn at 8:42 p.m. to executive session for purposes of collective bargaining discussion.
