PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
The Regular Meeting of the Grandville City Council was called to
order by Mayor Pro- Tem Carole Pettijohn on February 10, 2003 at
7:00 p.m.
The City Clerk called the roll. Present were Council Members
Robert De Witt, Ken Gates, Steve Maas, and Mayor Pro-Tem Carole
Pettijohn.
Absent: Council Members Stan Ponstein, Joe Sierawski and Mayor
Jim Buck
Also present:
Mike Chesher, DPW Director; Tom Guinther, Treasurer/Finance
Director; Dan Johnson, Assistant City Manager; Randy Kraker, City
Attorney; Ken Krombeen, City Manager; Mary Meines, City Clerk; Vern
Snyder, Police Chief.
Mike Painter, First Reformed Church, gave the invocation; and was
followed by the Pledge of Allegiance.
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED, to approve the February 10, 2003 agenda.
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED, to waive the reading of the minutes of the Regular
Meeting of January 27, 2003, and approve as presented.
Motion by Council Member Gates, and seconded by Council Member De
Witt, CARRIED unanimously by roll call vote, that bills totaling
$344,547.47 as presented by the City Manager, be allowed and the
Treasurer authorized to pay the same.

ORDINANCES AND RESOLUTIONS
Motion by Council Member Maas, and seconded by Council Member
Gates, CARRIED, to remove from the table proposed Ordinance No. 254.
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to adopt Ordinance No.
254, An Ordinance to Amend Chapter 13 of the Code of Ordinances,
Amending Sections 13-12 and 13-25(a).
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED, to remove from the table proposed Ordinance No. 255.
Motion by Council Member De Witt, and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to adopt Ordinance No.
255, An Ordinance to Amend Chapter 15, Article IV of the Code of
Ordinances, Amending Sections 15-90 To Make Prowling a Misdemeanor.
Motion by Council Member Maas, and seconded by Council Member De
Witt, CARRIED, to remove from the table proposed Ordinance No. 256.
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to adopt Ordinance No.
256, An Ordinance to Amend Chapter 15, Article IV, Division II of
the Code of Ordinances, To Prohibit Fraudulent Nonpayment for
Taxicab Services.
Motion by Council Member Gates, and seconded by Council Member
Maas, CARRIED, to remove from the table proposed Ordinance No. 257.
Motion by Council Member De Witt, and seconded by Council Member
Gates, CARRIED unanimously by roll call vote, to adopt Ordinance No.
257, An Ordinance to Add Section 6-3 to Article I, Chapter 6 of the
Code of Ordinances, To Impose Civil Infraction Sanctions for
Violation of the State Construction Code as Administered and
Enforced by the City of Grandville Pursuant to the Provisions of the
State Construction Code Act, Act No. 230 of the Public Acts of 1972,
as Amended.

- Bid Award: Demolition – 3625 Viaduct
Resolution No. 2574 replaces Resolution No. 2565 adopted by the
City Council on December 9, 2002. The State of Michigan revised the
Poverty Guidelines after the original resolution was adopted.
Motion by Council Member Maas, and seconded by Council Member
Gates, CARRIED unanimously by roll call vote, to approve the Consent
Agenda as presented.
CITY MANAGER’S REPORT
Motion by Council Member Maas, and seconded by Council Member
Gates, CARRIED unanimously by roll call vote, to authorize in the
best interest of the City the HVAC Preventative Maintenance and
Service Contract for the Administration Building, Public Works
Facilities, Wastewater Treatment Plant, Public Library and Fire
Station with the lowest bidder, Quality Air for $26,388 (year 1),
$27,048 (year 2), $27,732 (year 3); and to authorize a yearly
reviewable contract with Bremmer & Bouman for $12,376 (year 1),
$12,755 (year 2), $13,443 (year 3) for the Police/Court/Probation
Building.
Motion by Council Member Gates, and seconded by Council Member De
Witt, CARRIED, to excuse the absence of Council Members Ponstein,
Sierawski, and Mayor Buck.
COUNCIL MEMBERS COMMENTS
Comments were made regarding the fee for pool fills and the Board
of Review vacancy.
ADJOURNMENT
Moved by Council Member Maas, and seconded by Council Member
Gates, CARRIED, to adjourn at 7:22 p.m.
