City Council Minutes

PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL

The Regular Meeting of the Grandville City Council was called to order by Mayor James Buck on December 9, 2002 at 7:00 p.m.

The City Clerk called the roll. Present were Council Members Robert DeWitt, Ken Gates, Carole Pettijohn, Stan Ponstein, Joe Sierawski, and Mayor James Buck.

Absent: Council Member Steve Maas

Also present:

Mike Chesher, DPW Director; Tom Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City Manager; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dennis Santo, Deputy Police Chief; Vern Snyder, Police Chief.

Rev. Douglas Van Bronkhorst, First Reformed Church gave the invocation; and was followed by the Pledge of Allegiance.

Motion by Council Member Pettijohn, and seconded by Council Member DeWitt, CARRIED, to approve the December 9, 2002 agenda as presented.

Motion by Council Member Sierawski, and seconded by Council Member DeWitt, CARRIED, to waive the reading of the minutes of the Regular Meeting of November 25, 2002, and approve as presented.

Motion by Council Member Gates, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, that bills totaling $250,367.57 as presented by the City Manager, be allowed and the Treasurer authorized to pay the same.

PUBLIC COMMENT

Rev. Andy DeBraber, Paul Dozeman, David Bulkowski, Barbara Stoops, Marcella Bobo, representatives on behalf of Faith In Motion expressed their appreciation to the City of Grandville for being a part of the Interurban Transportation Partnership and providing adequate public transportation in the community. Mr. Dozeman made a presentation to City Council.

COUNCIL COMMUNICATIONS AND PETITIONS

Mayor Buck congratulated Dan Zemaitis on his election as Circuit Court Judge and wished him well. Judge Versluis, 59th District Court, introduced John R. Jackson.

Motion by Council Member Gates, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, to approve the appointment of John R. Jackson as Magistrate for the 59th District Court effective January 1, 2003 according to MCL 600.8501 and MSA 27A.8501.

ORDINANCES AND RESOLUTIONS

Motion by Council Member Gates, and seconded by Council Member DeWitt, CARRIED, to remove from the table proposed Ordinance No. 253.

Motion by Council Member Sierawski, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to adopt Ordinance No. 253, An Ordinance to Amend Section 25-26 Which Adopted the Michigan Vehicle Code by Reference, to Adopt by Reference the Uniform Traffic Code by Adding Section 25-27 to Article II of Chapter 25 of the City Code, to Repeal Article VII, Article VIII, Article IX, and Article X of Chapter 25 of the City Code, and to Provide for Penalties and Sanctions for Violations Thereof.

Motion by Council Member Gates, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented.

CITY MANAGER’S REPORT

Motion by Council Member Gates, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, to grant preliminary plat approval of Johnson Estates No. 12.

Motion by Council Member Gates, and seconded by Council Member Pettijohn CARRIED, to table granting preliminary plat approval of Cora Office Complex to allow City staff time to do additional research on the street name.

Motion by Council Member Gates, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, to reappoint Tom Guinther to the ITP Board for a two-year term expiring on December 31, 2004.

Motion by Council Member DeWitt, and seconded by Council Member Gates, CARRIED, to excuse the absence of Council Member Maas.

COUNCIL MEMBERS COMMENTS

Comments were made by Council Members regarding Santa’s sleigh ride on December 23 and the Christmas Tree Lighting Ceremony.

ADJOURNMENT

Moved by Council Member DeWitt, and seconded by Council Member Gates, CARRIED, to adjourn at 7:50 p.m.
