PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
The Regular Meeting of the Grandville City Council was called to
order by Mayor James Buck on November 25, 2002 at 7:00 p.m.
The City Clerk called the roll. Present were Council Members
Robert DeWitt, Ken Gates, Steve Maas, Carole Pettijohn, Stan
Ponstein, Joe Sierawski, and Mayor James Buck.
Absent: None
Also present:
Eugene Alkema, City Attorney; Mike Chesher, DPW Director; Tom
Guinther, Treasurer/Finance Director; Dan Johnson, Assistant City
Manager; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dennis
Santo, Deputy Police Chief; Vern Snyder, Police Chief.
Rev. Archie VanderHart, Hope Chr. Ref. Church gave the
invocation; and was followed by the Pledge of Allegiance.
Moved by Council Member Gates, and seconded by Council Member
DeWitt, CARRIED, to approve the November 25, 2002 agenda as
presented.
Moved by Council Member Maas, and seconded by Council Member
Gates, CARRIED, to waive the reading of the minutes of the Regular
Meeting of November 11, 2002, and approve as presented.
Moved by Council Member Sierawski, and seconded by Council Member
Pettijohn, CARRIED unanimously by roll call vote, that bills
totaling $294,889.74 as presented by the City Manager, be allowed
and the Treasurer authorized to pay the same.
PUBLIC COMMENT
August Lenger, 4280 Redbush, expressed thanks to City Council and
City staff for the work that is done on behalf of the citizens of
Grandville.
ORDINANCES AND RESOLUTIONS
Motion by Council Member Gates, and seconded by Council Member
Pettijohn, CARRIED unanimously by roll call vote, to introduce
proposed Ordinance No. 253, An Ordinance to Amend Section 25-26
Which Adopted the Michigan Vehicle Code by Reference, to Adopt by
Reference the Uniform Traffic Code by Adding Section 25-27 to
Article II of Chapter 25 of the City Code, to Repeal Article VII,
Article VIII, Article IX, and Article X of Chapter 25 of the City
Code, and to Provide for Penalties and Sanctions for Violations
Thereof.
Motion by Council Member DeWitt, and seconded by Council Member
Gates, CARRIED, to table proposed Ordinance No. 253.
COUNCIL COMMUNICATIONS AND PETITIONS
Motion by Council Member Sierawski, and seconded by Council
Member Maas, CARRIED unanimously by roll call vote, to cast a
positive ballot on the Intergovernmental Agreement Revisions as
presented by the Michigan Municipal League Liability and Property
Pool; and to include a letter from the City Manager requesting
future consideration be given to including language under Section
7.1 specifying how much notice and/or time to comment is to be
provided to members prior to the Board implementing such amendments.
CONSENT AGENDA

- Motor Pool: Disposal – 3 Police Cruisers, 1 Pickup Truck
Moved by Council Member Pettijohn, and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to approve the Consent
Agenda as presented in the best interest of the City.
CITY MANAGER’S REPORT
Moved by Council Member Pettijohn, and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to authorize the repair
of the WWTP Digester Building Hot Water Boiler as an emergency
purchase to Dean Boiler, Inc. in the amount of $1,275.00 as approved
by the City Manager.
Moved by Council Member Gates, and seconded by Council Member
Sierawski, CARRIED unanimously by roll call vote, to authorize
$3,895.84 towards the playground equipment at Calvin Crest Park. DPW
Director Chesher indicated the play structure will be purchased from
GameTime for a cost of $11,580.73 with a $3,000.00 contribution from
the Grandville Rotary Club and $4,684.89 from the Grandville Park
and Recreation Board.
Moved by Council Member Maas, and seconded by Council Member
DeWitt, CARRIED unanimously by roll call vote, to approve
right-of-way purchase from Mrs. Geraldine Otten, 4790 36th Street,
in the amount of $1,975.00 for the 36th Street/Kenowa Avenue
project.
COUNCIL MEMBERS COMMENTS
City Council made comments regarding the donation of the fire
truck to Thousandsticks, KY Fire Department, the Treasurer’s Office
flier, board terms, Christmas Tree Lighting Ceremony, leaf pickup,
and winter parking rules.
ADJOURNMENT
Moved by Council Member Maas, and seconded by Council Member
Gates, CARRIED, to adjourn at 7:43 p.m.
