City Council Minutes

PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL

The Regular Meeting of the Grandville City Council was called to order by Mayor James Buck on November 11, 2002 at 7:00 p.m.

The City Clerk called the roll. Present were Council Members Robert DeWitt, Ken Gates, Steve Maas, Carole Pettijohn, Joe Sierawski, and Mayor James Buck.

Absent: Council Member Stan Ponstein 

Also present:

Tammy Butler, Assistant Finance Director; Mike Chesher, DPW Director; Tom Guinther, Treasurer/Finance Director; Randy Kraker, City Attorney; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dennis Santo, Deputy Police Chief; Vern Snyder, Police Chief. 

Minister Russell Holden, Grandville Church of Christ gave the invocation; and was followed by the Pledge of Allegiance. 

Moved by Council Member Maas, and seconded by Council Member Pettijohn, CARRIED, to approve the November 11, 2002 agenda moving consideration of the rescheduling of the December 23, 2002 City Council meeting from the Consent Agenda to the City Manager’s Report. 

Moved by Council Member Gates, and seconded by Council Member Pettijohn, CARRIED, to waive the reading of the minutes of the Regular Meeting of October 28, 2002, and approve as presented. 

Moved by Council Member Gates, and seconded by Council Member Sierawski, CARRIED unanimously by roll call vote, that bills totaling $561,466.95 as presented by the City Manager, be allowed and the Treasurer authorized to pay the same. 

PUBLIC COMMENT

Nicki Alexander, 3400 Shoshone, requested City Council consider some sort of safety measures for the children walking home from school and having to cross major streets after the crossing guards have left. She suggested pedestrian activated lights by the Grandville Junior High School on Wilson Avenue and Calvin Christian School on Ivanrest Avenue. The City Manager explained what steps the City has taken to ensure the safety of the students and what is planned for the future. 

Scott Chaudoir, Plante & Moran, gave a presentation on the Fiscal Year 2001-2002 Annual Audit and complimented the Treasurer/Finance Director, the Assistant Finance Director, and the Treasurer’s Office staff for working with them in preparing the audit. His overview of the General Fund indicates success in planning and monitoring the budget. He also discussed State Revenue Sharing, New Qualifying Statement, GASB 34, and Technology Matters. Council Member DeWitt questioned the under-funded MERS retirement plan. Mr. Guinther informed him that the actuary is going to review the 30 year amortization of the unfunded amount in the MERS retirement. He also addressed State Revenue Sharing, General Fund revenues, and the work being done by department heads on the next fiscal year budget process. 

ORDINANCES AND RESOLUTIONS

Motion by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, to adopt Resolution No. 2563, a Resolution to Adopt MERS Benefit Program "E" Increase to be Effective on January 1, 2003.

  • Minutes: Historical Commission (Oct. 21), Library Board (Oct. 24)

  • Motor Pool: Tire Changer

  • Streets: Liquid Calcium Chloride

Moved by Council Member Maas, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented, with the purchases in the best interest of the City.

CITY MANAGER’S REPORT

Discussion regarding rescheduling the December 23, 2002 City Council meeting.

Moved by Council Member DeWitt, and seconded by Council Member Gates, CARRIED, to excuse the absence of Council Member Ponstein.

COUNCIL MEMBERS COMMENTS

Comments were made by Council Members regarding appreciation for the veteran’s, Christmas Tree Lighting Ceremony, Shirley Marvin’s retirement, donation of the fire truck, WCET’s 15th Anniversary, and Kent County 911 dispatch system.

ADJOURNMENT

Moved by Council Member Maas, and seconded by Council Member Pettijohn, CARRIED, to adjourn at 8:57 p.m.
