City Council Minutes

PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL

Regular session, October 14, 2002, in the Council Chambers at 7:00 p.m.

The meeting was called to order by Mayor James Buck.

 The City Clerk called the roll. Present were Council Members Robert DeWitt, Ken Gates, Steve Maas, Carole Pettijohn, Stan Ponstein, Joe Sierawski, and Mayor James Buck.

Absent: None 

Also present:

Mike Chesher, DPW Director; Ken Krombeen, City Manager; Mary Meines, City Clerk; Dick Meyers, WWTP Superintendent; Dennis Santo, Deputy Police Chief; Vern Snyder, Police Chief. 

The invocation was given by Rev. John Kaufield, Grandville Bible Church; and was followed by the Pledge of Allegiance.

 Moved by Council Member Gates, and seconded by Council Member Maas, CARRIED, to approve the October 14, 2002 agenda as presented.

 Moved by Council Member DeWitt, and seconded by Council Member Sierawski, CARRIED, to waive the reading of the minutes of the Regular Meeting of September 23, 2002, and approve as presented.

 Moved by Council Member Gates, and seconded by Council Member Maas, CARRIED unanimously by roll call vote, that bills totaling $511,994.39 as presented by the City Manager, be allowed and the Treasurer authorized to pay the same.

PUBLIC COMMENT

August Lenger, 4280 Redbush Dr., commented on the foundations for the light pedestals at the Wilson Ave. and 40th St. intersection.

 DPW Director Mike Chesher recapped the Snowplow Roadeo held on October 9, 2002 and indicated Keith DeLaat and Mike Capizzi took third place in the overall competition. Mayor Buck thanked Council Member Ponstein for his participation in the event and presented him with the Jack Magnuson Drivers Training Award.

 ORDINANCES AND RESOLUTIONS

Moved by Council Member Sierawski, and seconded by Council Member Pettijohn, CARRIED unanimously by roll call vote, to introduce proposed Ordinance No. 252, An Ordinance to Regulate Access to and Ongoing Use of the Public Right-of-Way by Telecommunications Providers; to Protect the Public Health, Safety and Welfare and Exercise Reasonable Control of the Public rights-of-Way in Compliance with Michigan and Applicable Law; and to Ensure that the City Qualifies for distributions Under Michigan Law by Modifying the Fees Charged to Telecommunications Providers.

 Moved by Council Member Gates and seconded by Council Member Maas, CARRIED, to table proposed Ordinance No. 252.

Moved by Council Member Gates, and seconded by Council Member Ponstein, CARRIED unanimously by roll call vote, to approve the Consent Agenda as presented, with the purchase in the best interest of the City.

CITY MANAGER’S REPORT

John Racek, Moore and Bruggink, and Bill Vogel, Byce & Associates, reviewed the scope of the WWTP Electrical Improvements project. Moved by Council Member DeWitt, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to award the WWTP Electrical Improvements project to the low bidder, DVT Electric, Inc., in the amount of $493,650.00.

Moved by Council Member Maas, and seconded by Council Member Gates, CARRIED unanimously by roll call vote, to appoint Jodie Sherman to fill the unexpired Planning Commission term of Joe Valicevic to expire July 1, 2003.

COUNCIL MEMBERS COMMENTS

Council Member comments were made regarding ownership of the Buck Creek banks; comments that were incorrectly identified in an Advance article; Ivanrest/44th Street traffic light; Canal/Rivertown left turns; downtown sculpture fundraising and installation; GVMC position on the November ballot proposals.

ADJOURNMENT

Moved by Council Member DeWitt, and seconded by Council Member Maas, CARRIED, to adjourn at 7:58 p.m.
