City Council Minutes

Special session, April 15, 2002, in the Council Chambers at 6:00 p.m.

The meeting was called to order by Mayor James Buck.

Present were Council Members Robert De Witt, Ken Gates, Steve Maas (excused at 6:45 p.m.), Carole Pettijohn (arrived at 6:30 p.m.), Joe Sierawski and Mayor Buck.

Absent: Council Member Ponstein

Staff present:

Mike Chesher, DPW Director
Tom Guinther, Treasurer/Finance Director
Dan Johnson, Assistant City Manager
Ken Krombeen, City Manager
Mary Meines, City Clerk
Dick Meyers, WWTP Superintendent (excused at 8:05 p.m.)

Opening remarks from Mayor James Buck. Treasurer/Finance Director Guinther reviewed the agenda.

The following topics were discussed:

• Mike Chesher presented the need for an Assistant DPW Director.
• Dick Meyers discussed the proposal to hire an employee to assist with various tasks at the wastewater plant at a new classification below operator.

• Mike Chesher pointed out the expenditures are more than the revenues which necessitates a water rate increase; 5% is recommended. The last increase was in 1996.

• Dick Meyers reviewed the expenditures and revenues for the wastewater funds and indicated he feels the sewer rates are adequate at this time.
• Tom Guinther pointed out a line item was included in the budget to contract an independent firm to review infrastructure, fund balances and sewer rates at the wastewater plant.

• Discussion on the projects scheduled.

• Discussion on the FY 2001-02 millage rate and the projected rate for FY 2002-03.

Meeting adjourned at 9:21 p.m.
