PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
Regular session, March 11, 2002, in the Council
Chambers at 7:00 p.m.
The meeting was called to order by Mayor James
Buck.
The City Clerk called the roll. Present were
Council Members Kenneth Gates, Steve Maas, Carole Pettijohn, Stan
Ponstein (arrived at 7:10 p.m.), Joe Sierawski and Mayor Buck.
Absent: Council Members Robert De Witt.
Also present were City Manager Ken Krombeen and
City Attorney Randall Kraker.
Other staff present:
Mike Chesher, DPW Director
Tom Guinther, Treasurer/Finance Director
Dan Johnson, Assistant City Manager
Mary Meines, City Clerk
Vern Snyder, Police Chief
The invocation was given by Council Member Maas,
and was followed by the Pledge of Allegiance.
Moved by Council Member Maas and seconded by
Council Member Gates, CARRIED, to approve the March 11, 2002 agenda.
Moved by Council Member Sierawski and seconded by
Council Member Maas, CARRIED, to waive the reading of the minutes of
the regular meeting of February 25, 2002 and approve as presented.
Moved by Council Member Gates and seconded by
Council Member Maas, CARRIED unanimously by roll call vote, that
bills totaling $210,399.74, as presented by the City Manager, be
allowed and the Treasurer authorized to pay the same.
PUBLIC COMMENT
Public comment was taken later in the meeting.
Council Member Ponstein arrived.
ORDINANCES AND RESOLUTIONS
Ordinance No. 204-AU, an Ordinance to Amend
Ordinance No. 204, the Zoning Ordinance of 1994, by Amending Section
14-17.B.4.a; Section 2-2; Section 12-3.E; Section 16-2.A and Section
16-3.A.9 was introduced by Assistant City Manager Johnson who
indicated the Planning Commission has recommended approval. Moved by
Council Member Maas and seconded by Council Member Gates, CARRIED
unanimously by roll call vote, to introduce proposed Ordinance No.
204-AU, Amendment to the Zoning Ordinance of 1994, by Amending
Section 14-17.B.4.a; Section 2-2; Section 12-3.E; Section 16-2.A and
Section 16-3.A.9.
Moved by Council Member Pettijohn and seconded by
Council Member Sierawski, CARRIED, to table the proposed Ordinance
No. 204-AU
City Manager Krombeen introduced proposed
Ordinance No. 250, an ordinance amending Section 15-66(b), (c), and
(d) of the Grandville Code of Ordinances regarding domestic assault.
He indicated on April 1, 2002 State Law will change to expand the
definition of domestic assault and battery to include dating
relationships and the proposed amendment will keep the Grandville
Code of Ordinances in proper relationship with State Law. Moved by
Council Member Gates and seconded by Council Member Sierawski,
CARRIED unanimously by roll call vote, to introduce proposed
Ordinance No. 250, Amending Section 15-66(b), (c), and (d) of the
Grandville Code of Ordinances.
Moved by Council Member Gates and seconded by
Council Member Maas, CARRIED, to table the proposed Ordinance No.
250.

Moved by Council Member Maas and seconded by Council Member
Pettijohn, CARRIED unanimously by roll call vote, to approve the
Consent Agenda as presented.
CITY MANAGER’S REPORT
Moved by Council Member Maas and seconded by
Council Member Gates, CARRIED, to excuse the absence of Council
Member De Witt.
PUBLIC COMMENT
James Redford, Plunkett & Cooney, addressed the
City Council regarding the liquor license application for Oriental
Forest Palace, Inc., 3540 Rivertown Point Court. Also in attendance
were owner Tony Dong Lin and manager Ling Lee. Mr. Redford discussed
the history behind the application and the reason why they did not
apply for a liquor license before they built the restaurant. He
indicated the owners were confused as to the process of application
and if they were applying for a quota or resort license. Council
Member Sierawski asked if a Class C liquor license is considered an
asset. Council Member Pettijohn would like to see a comparison on
where Grandville would rank regarding liquor licenses per square
miles. Council Member Ponstein is concerned by issuing the only
quota license opening the door for more resort licenses. Attorney
Redford responded to questions; City Council asked if he would find
out how many resort licenses are available for 2002; and if all of
the 2001 resort licenses have been issued by the State and if not
what is the reason.
COUNCIL MEMBERS COMMENTS
None.
ADJOURNMENT
Moved by Council Member Maas and seconded by
Council Member Gates, CARRIED unanimously by roll call vote, to
adjourn at 7:55 p.m. to executive session for purpose of discussing
collective bargaining.
