PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
2000-230 Regular session, August 28,
2000, in the Council Chambers at 7:00 p.m.
The meeting was called to order by Mayor James Buck.
The City Clerk called the roll. Present were Council Members
Robert De Witt, Kenneth Gates, Steve Maas, Scott Petersen, Carole
Pettijohn, Joe Sierawski, and Mayor Buck. Also present were City
Manager Ken Krombeen, Assistant City Manager Dan Johnson and City
Attorney Randall Kraker.
Other staff present:

Doug Curths, Police Captain
Sharon Streelman, City Clerk.
The invocation was given by Pastor Bill Curnow,
Grandville/Jenison Congregational Church, and was followed by the
pledge of allegiance.
Moved by Council Member Gates and seconded by Council Member
Maas, CARRIED, to approve the August 28, 2000 agenda.
Moved by Council Member De Witt and seconded by Council Member
Gates, CARRIED, to waive the reading of the minutes of the regular
meeting of August 14, 2000 and approve the minutes as presented.
Moved by Council Member Sierawski and seconded by Council Member
Gates, CARRIED unanimously by roll call vote, that bills totaling
$391,204.50 as presented by the City Manager, be allowed and the
Treasurer authorized to pay the same.
PUBLIC COMMENT
Kent County Drain Commissioner, Roger Laninga, and Jim Smalligan
of Fishbeck, Thompson, Carr & Huber, presented the summary of the
findings for flood mitigation of Buck Creek. Options and
recommendations were given, including that Buck Creek become a
County Drain. Advantages and disadvantages were brought forth. City
Attorney Kraker recommended the change through Chapter 20.
Robert Godfrey of 2965 Willowcreek addressed the Noise Ordinance.
He indicated that the penalty section is inadequate. City Manager
Krombeen indicated that the City had issued several citations to
curb the noise and that a court date has been set. Attorney Kraker
stated that six citations have been issued, two to the business and
other four to individual employees. Revoking the tax abatements was
also a mechanism to explore.
Mayor Buck recommended to refer this ordinance to the Varnum law
firm with a report back to City Council.
ORDINANCES AND RESOLUTIONS
2000-231 Moved by Council Member Gates and seconded by Council
member Pettijohn, CARRIED, to remove proposed Zoning Ordinance No.
204-AD from the table. Moved by Council Member Maas and seconded by
Council Member Pettijohn, to adopt Ordinance No. 204-AD, an
Ordinance to amend Ordinance No. 204, the Zoning Ordinance of 1994,
to rezone property from the present RR, Rural Residential District,
to OS-2, Planned Office/Service District at 4657 and 4767 Wilson
Avenue.
2000-232 City Attorney Kraker introduced proposed Ordinance No.
244, an Ordinance granting a limited, non-exclusive, revocable
electric franchise to DTC Energy Marketing, Inc.
He gave assurance that there are adequate provisions to the City.
Moved by Council Member Petersen and seconded by Council Member
Maas, CARRIED unanimously by roll call vote, to introduce proposed
Ordinance No. 244, an Ordinance to amend the Code of Ordinances of
the City of Grandville, an Ordinance granting a limited,
non-exclusive, revocable electric franchise to DTE Energy Marketing,
Inc. Moved by Council Member Petersen and seconded by Council Member
Pettijohn, CARRIED, to table proposed Ordinance No. 244.
2000-233 CONSENT AGENDA
Moved by Council Member Gates and seconded by Council Member
Maas, CARRIED, to approve the Consent Agenda of August 28, 2000.

CITY MANAGER’S REPORT
Presentation of the extension of a disposal service agreement
with Sunset Waste Services. D.P.W. Director Chesher stated the three
year contract expires in September. The contract includes the spring
clean up and fall leaf collection as well as the Christmas tree
pickup programs. Moved by Council Member Gates and seconded by
Council Member Sierawski, CARRIED unanimously by roll call vote, to
extend the contract with Sunset Waste Services for 12 months, in the
best interest of the City.
2000-235 City Manager Krombeen presented the Watermain Easement
Agreement for the Grandville High School fire loop. Moved by Council
Member Sierawski and seconded by Council Member Gates, CARRIED
unanimously by roll call vote, to accept the Watermain Easement
Agreement between the Grandville Public Schools and the City of
Grandville.
2000-236 City Manager Krombeen presented a property purchase
agreement for property located at 3848 Canal Avenue. The Manager
explained that Thomas Surofchek approached him with an interest to
sell property to the City located adjacent to the Little League
field. Discussion followed relative to environmental assessment and
status of the proposed skateboard park. Moved by Council Member
Gates and seconded by Council Member Petersen, CARRIED unanimously
by roll call vote, to authorize the Mayor and Clerk to execute the
purchase agreement for property at 3848 Canal Avenue, owned by
Thomas M. Surofcheck and Laura C. Surofchek.
2000-237 Moved by Council Member Maas and seconded by Council
Member Pettijohn, CARRIED, to authorize the appointment of the MERS
Officer and Employee delegates; further that the City Manager be
authorized to appoint the Officer delegate; the Employee delegate
will be chosen by secret ballot election by 2:00 on August 29, and
the City Clerk will forward the delegate names to MERS.
COUNCIL COMMENTS
Council comments relative to the City Logo, light fixture
replacement, transportation issue, and cable.
ADJOURNMENT
Moved by Council Member De Witt and seconded by Council Member
Gates, CARRIED, to adjourn at 8:45 p.m.
