PROCEEDINGS OF THE
GRANDVILLE CITY COUNCIL
2000-01 Regular session, January 10, 2000, in the Council
Chambers at 7:00 p.m.
The meeting was called to order by Mayor James Buck.
The City Clerk called the roll. Present were Council Members
Robert De Witt,
Kenneth Gates, Steve Maas, Scott Petersen, Carole Pettijohn, Joe
Sierawski, and Mayor James Buck. Also present were City Manager, Ken
Krombeen and Randall Kraker City Attorney.
Other staff present:

Vernon Snyder, Police Chief
The invocation was given by Pastor Bill Curnow,
Grandville/Jenison Congregational Church and was followed by the
pledge of allegiance.
Moved by Council Member Gates and seconded by Council Member
Maas, CARRIED, to approve the January 10, 2000 agenda as presented.
Moved by Council Member Maas and seconded by Council Member
Pettijohn, CARRIED, to waive the reading of the minutes of the
special meeting of
December 20, 1999 and approve the minutes as presented.
Moved by Council Member Sierawski and seconded by Council Member
Pettijohn, CARRIED, to waive the reading of the minutes of the
regular meeting of
December 20, 1999 and approve the minutes as presented.
Moved by Council Member Sierawski and seconded by Council Member
Pettijohn, CARRIED unanimously by roll call vote, that bills
totaling $332,443.66 as presented by the City Manager, be allowed
and the Treasurer authorized to pay the same.
PUBLIC COMMENT
Presentation of the Sam Walton Business Leader Award by Chris
Konyndyk, Director of the Grandville Chamber of Commerce, and Kevin
Drummond of Walmart to
James D. Green formerly of Nelson Metals, who was instrumental in
supplying Grandville Parks playground equipment contributions from
Nelson Metals.
PUBLIC HEARING
2000-02 The public hearing was declared open at 7:15 p.m. to
receive public comment relative to an Industrial Facilities
Certificate. City Manager Krombeen reviewed the request from
Wolverine Glass Products for the additional real and personal
property at 3119 Chicago Drive. Timothy Ogarek of Wolverine Glass
was present for comment. It was noted that the recommendation for
approval came from the Business Relations Committee. City Assessor
Uyl recommended delaying action on the resolution until the
paperwork required from the property owner is completed. The hearing
closed at 7:23 p.m.
ORDINANCES AND RESOLUTIONS
City Assessor Uyl presented the resolutions for Board of Review
meeting dates and the resolution adopting Poverty Standards for Tax
Exemptions. He alerted Council to P.A. 198 issues, presented a
Rivertown Crossings Mall assessment update, and addressed changes in
personal property taxes.
- Moved by Council Member Maas and seconded by Council Member
Gates, CARRIED unanimously by roll call vote, to adopt Resolution
No. 2381, a resolution setting meeting dates for the year 2000 for
the Board of Review.
- Moved by Council Member Maas and seconded by Council Member
Sierawski, CARRIED unanimously by roll call vote to adopt
Resolution No. 2382, a resolution adopting Poverty Standards for
Tax Exemptions.
2000-05 City Manager Krombeen presented the request from General
Growth Properties to rezone 18 acres north of Rivertown Parkway. The
Manager reviewed the permitted uses in the OS-2 Zone. Mr. Ron Den
Adel of General Growth was present for comments. He answered
questions relating to the design of a service road. Moved by Council
Member Gates and seconded by Council Member Maas, CARRIED
unanimously by roll call vote, to introduce proposed Ordinance No.
204-X, an Ordinance to amend Ordinance No. 204, the Zoning Ordinance
of 1994, to rezone property from the present R-2, One family
Residential District, to OS-2 Planned Office/Service District, as
requested from General Growth for property located to the north of
Rivertown Parkway between Wilson Avenue and Potomac.
2000-06 Moved by Council Member Maas and seconded by Council
Member Petersen, to table proposed Ordinance No. 204-X.
2000-07 Moved by Council Member Sierawski and seconded by Council
Member De Witt, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2383, a resolution recommending approval of the
request from PRDK, L.L.C. to transfer ownership of 1999 Class C
licensed business with Dance Permit, located at 3300 Twenty Eighth
St. from PRD Development Limited Partnership.
2000-08 Moved by Council Member Petersen and seconded by Council
Member Gates, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2384, a resolution recommending approval of the
request from Landmark Lodging, L.L.C. to transfer ownership of 1999
Class C licensed business with Dance Permit, located at 3300 Twenty
Eighth St. from PRD Development Limited Partnership.
2000-09 Moved by Council Member Gates and seconded by Council
Member De Witt, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2385, a resolution recommending approval of the
request from Lands Inn Limited Partnership to transfer ownership of
1999 Class C licensed business with Dance Permit, located at 3300
Twenty Eighth St. from PRD Development Limited Partnership.
2000-10 Moved by Council Member Maas and seconded by Council
Member Gates, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2386, a resolution to collect summer taxes for the
Grandville School District.
2000-11 Moved by Council Member Sierawski and seconded by Council
Member Petersen, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2387, a resolution to collect summer taxes for the
Kent Intermediate School District.
2000-12 Moved by Council Member Gates and seconded by Council
Member De Witt, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2388, a resolution to collect summer taxes for the
Wyoming School District.
2000-13 Moved by Council Member Gates and seconded by Council
Member Maas, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2389, a resolution to collect summer taxes for the
Grand Rapids Community College.
2000-14 Moved by Council Member Gates and seconded by Council
Member Maas, CARRIED unanimously by roll call vote, to adopt
Resolution No. 2390, a resolution to collect summer taxes for the
Kent District Library.
2000-15 City Treasurer/Finance Director Guinther presented
amendments to the budget. Explanations for additional revenues,
expenditures and transfers in funds were explained. Moved by Council
Member Sierawski and seconded by Council Member Petersen, CARRIED
unanimously by roll call vote, to adopt Resolution No. 2391, a
resolution to amend the Fiscal Year 1999-2000 Budget.
2000-16 CONSENT AGENDA
Moved by Council Member Maas and seconded by Council Member
Gates, CARRIED, to approve the Consent Agenda of January 10, 2000.

CITY MANAGER’S REPORT
The City Treasurer/Finance Director presented purchase requests.
2000-17 Moved by Council Member Petersen and seconded by Council
Member Sierawski, CARRIED unanimously by roll call vote, to
authorize the purchase of computer equipment from CDW Government,
Inc., in the amount of $13,069 and $1,000 to Quatran for Court
software, in the best interest of the City
2000-18 Moved by Council Member Gates and seconded by Council
Member Maas, CARRIED unanimously by roll call vote, to authorize the
purchase of a new ergonomically designed desk for the Police
Department, from Kentwood Office Furniture in the amount of
$1,101.20, in the best interest of the city.
2000-19 Police Chief Snyder presented the request to hire one
Police Officer. The COPS Fast Grant was granted in the amount of
$125,000 over three years. Moved by Council Member Maas and seconded
by Council Member Gates, CARRIED unanimously by roll call vote, to
authorize the hiring of one additional Police Officer.
2000-20 City Manager Krombeen presented the request for a
part-time clerical position at City Hall. Moved by Council Member
Gates and seconded by Council Member Pettijohn, CARRIED unanimously
by roll call vote, to authorize one additional part-time clerical
position at City Hall.
COUNCIL MEMBERS COMMENTS
Comments were received relative to the library millage,
contamination, and water shed.
ADJOURNMENT
Moved by Council Member De Witt and seconded by Council Member
Maas, CARRIED, to adjourn at 9:15 p.m.
